d\J U Lf L1 ij L, <br /> CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> COUNTY OF SAN JOAQUIN <br /> HARNEY LANE CLASS III LANDFILL <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region (here- <br /> after Board) , finds that: <br /> 1. The San Joaquin County Department of Public Works (hereafter Discharger) <br /> submitted a Report of Waste Discharge, dated 8 December 1986, and a closure <br /> and Post-closure maintenance plan , dated 21 May 1986, to initiate this <br /> revision of their Waste Discharge Requirements (Board Order 111,1o, 78-147) . <br /> 2. This is an existing disposal site which was first operated by the City of Lodi <br /> in 1948. The Discharger took over operation 1 January 1975, <br /> 3. The disposal site is at 14750 East Harney Lane, 1/4 mile east of Jack Tone <br /> Road in Section 19, T3N, R8E, MiDB&1-1, Parcel Nos. 065-035-06, 03, 08, 09, as <br /> shown in Attachment "A" incorporated herein and made part of this Order. <br /> 4. The Discharger proposes to accept 'nonhazardous' solid waste. The; disposal <br /> site meets the criteria contained' in the California Administrative Code, <br /> Title 23, Chapter 3, Subchaipter 15, for classification as a Class III land- <br /> fill suitable for accepting Such waste. <br /> 5. Of the 127 acres at the site, approximately 112 acres will be used for <br /> landfill operations, with 15 acres dedicated to a migrant farm labor housing <br /> project. The 97 acre primary site is currently in use. When it is 'full , the <br /> 15 acre secondary site will be used. An adjoining agricultural parcel to the <br /> South was purchased for useas a,. pbo-row area tosatisfythe soil cover <br /> requirements of the landfill . s-t'orl,-,i water retention basin is being <br /> developed at the borrow site to flooding of South Paddy Creek. <br /> 6.
