WASTE DISCHARGE REQUIREMENTS -2- <br /> COUNTY OF SAN JOAQUIN <br /> HARNEY LANE CLASS III 'LANDFILL <br /> SAN JOAQUIN COUNTY <br /> 8. A methane gas monitoring program requested by the California Waste Management <br /> Board, has been implemented. The results of quarterly sampling will be used <br /> in planning for any necessary mitigation measures. As a precaution, founda- <br /> tion venting systems were installed on newly constructed migrant farm labor <br /> housing units that are within 1000 feet of the waste management units. <br /> 9. Land within 1 ,000 feet of this site is used for agriculture. <br /> 10. Surface water drainage is to Paddy Creek, which is tributary to Bear Creek, <br /> which is tributary to Disappointment Slough, which is tributary to the San <br /> Joaquin River. <br /> 11. The beneficial uses of ground water are irrigation and domestic supply. The <br /> beneficial uses of receiving waters are agricultural supply; recreation; <br /> esthetic enjoyment; navigation; ground water recharge; fresh water replenish- <br /> ment; and preservation and enhancement of fish, wildlife and other aquatic <br /> resources. <br /> 12. The Water Quality Control Plan for the Sacramento-San Joaquin Delta Basin <br /> (5B) was adopted on 25 July 1975, and this Order implements the water quality <br /> objectives stated in the plan. <br /> 13. The action to revise the waste discharge requriements for this facility is <br /> exempt from the provisions of the California Environmental Quality Act <br /> (Public Resources Code Section 21000, et seq. ) , in accordance with Section <br /> 15261, Chapter 3, Title 14, California Administrative Code. <br /> 14. The Board has notified the Discharger and interested agencies and persons of <br /> its intent to prescribe waste discharge requirements for this Class III <br /> landfill . <br /> 15. The Board in a public meeting heard and considered all comments pertain-iing to <br /> the discharge. <br /> IT IS HEREBY ORDERED that the County of San Joaquin, in order to meet the prc- <br /> visions of Division 7 of the California Water Code and regu'idtions adopted <br /> thereunder, shall comply with the following: <br /> A. Prohibitions: <br /> 1. The discharge of ' hazardous ' or 'designated ' wastes at this site is <br /> prohibited. <br /> 2. Discharge of solid or liquid wastes, including leachate to surface or <br /> ground waters is prohibited. <br />
