WASTE DISCHARGE REQUIREMENTS <br /> COUNTY OF SAN JOAQUIN <br /> HARNEY LANE CLASS III LANDFILL <br /> SAN JOAQUIN COUNTY <br /> b. develop all data necessary to design a complete corrective action <br /> program;and <br /> c. submit to the Regional Board an amended Report of Waste Discharge <br /> requesting authorization to establish a corrective action program <br /> meeting all the requirements of the California Administrative Code, <br /> Title 23, Chapter 3, Subchapter 15, Article 5. <br /> D. Provisions: . <br /> 1. The Discharger shall maintain a copy of this Order at the site so as to be <br /> available at all times to site operating personnel . <br /> 2. The Discharger shall file with this Board a report of any material change <br /> or proposed change in the character, location, or quantity of this waste <br /> discharge. For the purpose of these requirements, this includes any <br /> proposed change in the boundaries, contours, or ownership of the disposal <br /> area. <br /> 3. The Discharger shall comply with Monitoring and Reporting Program No. <br /> 4. The Discharger shall comply with the Standard Provisions and Reporting <br /> Requirements, dated I September 1985, which are a part of this Order. <br /> 5. The owner of the waste disposal site shall have a continuing responsi- <br /> bility to assure protection of usable waters from the waste discharge, and <br /> from gases and leachate that are caused by infiltration or precipitation <br /> or drainage waters into the waste disposal areas during subsequent use of <br /> the property for other purposes. <br /> G. In event of any change in control or ownership of this treatment and <br /> disposal system, the Discharger shall notify this Board of such change and <br /> noti-17'y the succeeding owner or operator of the existence of this Order. <br /> 7. The Board will review this Order periodically and will revise the require- <br /> ments when necessary. <br /> 1, IWILLIAM H.
