WASTE DISCHARGE REQUIREMENTS -4- COUNTY OF SAN JOAQUIN HARNEY LANE CLASS III LANDFILL SAN JOAQUIN COUNTY 13. Liquids or semi-solid waste (i .e. , waste containing less than 50 percent solids by weight) shall not be discharged at this site. 14. ' Dewatered sewage or water treatment sludge shall not be discharged at the site. C. Closure Specifications: 1. The post-closure maintenance period shall extend as long as the wastes pose a threat to water quality. 2. The closure of each section shall be under the direct supervision of a registered engineer or a certified engineering geologist. 3. Closed waste management units shall be provided with at least two perma- nent monuments, installed by a licensed land surveyor, from which the location and elevation of wastes, contairm'ient structures and monitoring facilities can be determined throughout the post-closure period. 4. As each section of the landfill reaches capacity, it shall receive a final soil cover consisting of a two-foot thick foundation layer, followed by a one-foot thick containment layer, with permeability of lxlO-L'cm/sec or less, and finally by a one-foot thick vegetative layer. 5. Vegetation for closed waste management units shall be selected to require minimum irrigation and maintenance, and shall have a rooting depth not in excess of the vegetative layer. 6. Closed waste management units shall be graded and maintained to prevent ponding and to provide slopes of at least three percent. 7. Areas with slopes greater than ten percent, surface drainage courses and areas subject to erosion by water or wind shall be protected or designed and constructed to prevent such erosion. 8. The Discharger is respired to establish an irrevocable closure fund or provide othcr means to ensure closure and post-closure maintenance of each of tho closed sections of the waste management unit. 9. If a statistically significant increase in waste constituents or indicator parameters is discovered by the ground -water monitoring system at any compliance pniot, the Discharger shall : a. notify Lim Regional and or acknowledge the Board' s findings in writing within seven days;
