Stantec <br /> April 30, 2010 <br /> Page 1 of 2 <br /> Reference: First Quarter 2010 Site Status, Groundwater Monitoring and Remedial Summary Report- <br /> Stockton Terminals Technical Committee Facilities <br /> Appendix B-Site Description and Background <br /> SITE DESCRIPTION <br /> The Site is located at the Port of Stockton within an industrial area of Stockton, California. The <br /> terminal lease area contains fuel distribution terminals and associated pipeline facilities and is <br /> bounded by West Washington Street to the north, Navy Drive to the west, and Stork Road to the <br /> east (Figures 1 through 3). Three terminals currently operate within the terminal lease area <br /> including British Petroleum (BP) (formerly ARCO), Tesoro Pipeline Terminals, Transportation, <br /> and Rail (Tesoro), and the former Time Oil terminal (operated by Support Terminals Operating <br /> Partnership, L.P. (d/b/a NuStar Energy L.P.) (ST Services)). <br /> SITE BACKGROUND <br /> The Stockton Terminals Technical Committee (STTC) is currently comprised of BP (a.k.a. <br /> Atlantic Richfield Company, a BP-Affiliated Company), Tesoro, and TOC Holdings Co. (formerly <br /> Time Oil). Former operators within the terminal lease area include Time Oil, Unocal, and <br /> Stockton Petroleum. Unocal ceased operations in 1992, Stockton Petroleum in 1992 or 1993, <br /> and Time Oil in 1996. ST Services is currently utilizing the former Time Oil Facility. <br /> Additionally, Kinder Morgan Energy Partners (KMEP) operates a terminal, pump station, and <br /> associated subsurface pipelines, which provide fuel to the adjacent terminals. <br /> In February 2004, ST Services withdrew from the STTC and areas of responsibility were <br /> redesignated by the remaining members of STTC (BP, Tesoro, and Time Oil Company) and ST <br /> Services. Separate monitoring and reporting programs (MRPs) were issued by the California <br /> Regional Water Quality Control Board (RWQCB) to STTC and ST Services in place of MRP No. <br /> 5-01-819, which was implemented through the first quarter 2004. Stantec performs <br /> groundwater monitoring and sampling activities in accordance with RWQCB MRP No. R5-2004- <br /> 0823 (Appendix B) which was issued to STTC on May 6, 2004 and first implemented during the <br /> second quarter 2004. STTC retains the responsibility of addressing the dissolved plume <br /> beneath the northern terminal lease area (Figures 2 and 3), while ST Services is responsible for <br /> addressing the dissolved plume beneath the southern terminal lease area. <br /> HYDROSTRATIGRAPHY AND MONITORING WELL NETWORK <br /> Four progressively deeper hydrostratigraphic units have been identified at the Site and are <br /> referred to as the "A" zone, "B" zone, "C" zone, and "D" zone, respectively.
