Stantec
April 30, 2010
Reference: First Quarter 2010 Site Status, Groundwater Monitoring and Remedial Summary Report-
Stockton Terminals Technical Committee Facilities
Appendix B-Site Description and Background
REMEDIATION
Two ozone sparge (OS) systems (termed East System and West System) operate at the Site.
The East System, which is located east of the BP and Time Oil facilities (Figures 2 and 3),
began operation on September 21, 2004. This system is comprised of a total of 26 "A" zone OS
wells (OS-32 through OS-57) and 8 "B" zone OS wells (OS-9B through OS-16B). In April 2009,
the first generation ozone production equipment was removed and replaced with new ozone
systems. The wells at the East System are now connected to two 2-pounds per day HiPro Jr.
Ozone Systems (by Calcon Systems, IPC), a compressor rated to deliver 15 standard cubic feet
per minute (scfm) of air up to 40 pounds per square inch (psi), forty automatic solenoid operated
stainless steel valves (twenty on the bottom of each panel) for delivery into the ground, 3/8" and
'/2" compression outputs, and a timer. The East System is capable of delivering .3-6 scfm of
ozone gas-air mixture to each individual OS well via tubing connected from the solenoid valves
on the panels to each individual OS point. The system is designed to automatically inject a
mixture of air and ozone into one well at a time via the automated output valves, cycling from
one valve to the next for the user-designated durations and levels of ozone generator output.
This configuration allows for the adjustment of individual well injection intervals and more
controllable flow, thus optimizing system performance.
In June 2009, Stantec began replacement of sparge lines to select wells at both the East and
West Systems. Original conveyance tubing to manifolds 4, 6 and 7 and their 12 respective
wells on the East System were pulled. By the end of second quarter 2009, new Teflon TM tubing
was installed and hooked up from the ozone panels directly to 7 of the 12 wells, bypassing the
manifolds completely. Stantec replaced the sparge lines to the remaining 5 wells during third
quarter 2009. The sparge lines to manifolds 1, 2, 3, 5, and 8 will not be replaced at this time.
The West System, which is located at and in the vicinity of the Tesoro Terminal (Figures 2
and 3), began operation on November 15, 2004. This system is connected to 31 "A" zone OS
wells (OS-1 through OS-31) and 8 "B" zone OS wells (OS-1B through OS-8B). The West
System first generation ozone equipment was replaced with new ozone systems in April 2009
and is constructed with the same specifications as described above for the East System.
Original conveyance tubing to manifolds 4 through 9 on the West System and their 25
associated wells had also been pulled. Teflon TM tubing was installed and is now routed from the
ozone panels directly to 23 of the 25 individual wells. Stantec replace the 2 remaining sparge
lines during third quarter 2009. Sparge lines to manifolds 1 through 3 on the West System were
not upgraded and will not be replaced at this time.
