The <br /> following describes in detail the activities associated with the proposed scope of work. <br /> SITE INFORMATION <br /> BP Stockton Terminal No. 40T (site) is located within the terminal lease area of the Port of <br /> Stockton. The lease area contains fuel distribution terminals, associated pipeline facilities, rail <br /> spurs, warehouses, a recycling yard, a 44 mega-watt petroleum coke-fired power plant, a truck <br /> washing facility, and other industrial facilities. It is bounded by West Washington Street to the <br /> north, Navy Drive to the west, and Stork Road to the east (Figures 1 through 3). The terminal <br /> lease area is divided into northern and southern sections. Quarterly groundwater monitoring <br /> and sampling in the northern section is completed by the Stockton Terminals Technical <br /> Committee in accordance with RWQCB Monitoring and Reporting Program No. R5-2004-0823. <br /> Three terminals, BP (formerly ARCO); Tesoro Pipeline Terminals, Transportation, and Rail; and <br /> the former Time Oil terminal are currently operating within the northern terminal lease area. The <br /> former Time Oil terminal is currently operated by Support Terminals Operating Partnership, L.P. <br /> (ST Services) as a liquid fertilizer storage facility. ST Services performs quarterly groundwater <br /> monitoring and sampling associated with the southern lease area. Additionally, Kinder Morgan <br /> Energy Partners operates a terminal, pump station, and associated subsurface pipelines, which <br /> provide fuel to the adjacent terminals. Site history and previous investigations are included as <br /> Attachment B. <br /> PROPOSED SCOPE OF WORK <br /> The objective of this work plan is to outline the work required to conduct a one to three-day <br /> biosparge feasibility study to evaluate this remedial technology as an alternative clean-up <br /> method for the site.
