� l <br /> Site Summary <br /> The project site is currently a non-operating razed sugar beet processing plant with associated former cattle <br /> yards, orchards, waste ponds, tanks, and structures etc... The overall former Spreckels Sugar Plant No. 2 <br /> includes approximately 362 acres recently annexed by the City of Manteca, CA. The site is located in a <br /> portion of the Northern '/z of the Northeast'/.of Section 4,a portion of the Eastern %z of the Southeast 1/4 of <br /> Section 4 and the Western ;4 of Section 3 of Township 2 South Range 7 East of the Mount Diablo Baseline <br /> and Meridian. As a result of redevelopment efforts in 1996 and 1997 several intrusive investigations in the <br /> form of Phase II Environmental Assessments were performed at this site(Spreckels Sugar Plant, Manteca, <br /> CA.). Extensive and comprehensive soil and ground water samples were obtained throughout the site and <br /> subsequently analyzed by state certified laboratories. <br /> Investigations were performed by Kleinfelder Inc. of Stockton, California with oversight from San Joaquin <br /> County Public Health Services Environmental Health Division (PHS,'EHD) Site Mitigation staff. <br /> Subsurface sampling January 14 through 16, 1997 around the base of two cooling towers (San Joaquin <br /> County APN 221-180-04) by hand auger generated 39 soil samples. Surface finishes surrounding the base <br /> of the cooling towers were asphalt paving or concrete. Sampling depths encompassed the fust 2 feet below <br /> surface grade. A total of 22 soil samples were submitted to Sequoia Analytical Laboratory. Selected <br /> analyses included hexavalent chromium (Cr) employing EPA Method 7196. Detection limits employed <br /> for analyses of hexavalent chromium were 0.25 mg/kg. All samples analyzed were nondect for hexavalent <br /> chromium at 0.25 mg/kg. <br /> The remediation goal is the applied detection limit as no contaminants were observed. No additional <br /> assessment or remediation is currently recommended by the consultant (Kleinfelder) to the responsible <br /> party. <br /> After telephone conversations with Steve Rosenbaum of the Central Valley Regional Water Quality <br /> Control Board, PHS/EHD has made a tentative determination that the data collected and remediation goals <br /> proposed may be in compliance with local, State, and Federal laws and regulations and that the resultant <br /> work will not create significant adverse environmental impacts which exceed the benefits to be gained <br /> from cleanup goals proposed. <br /> After at least ten working days from your receipt of this notification, PHS/EHD will enter into a written <br /> agreement with the parries involved. PHS/E14D has and will continue to witness field activities and review <br /> reports related to the remedial activity. Compliance with conditions and cleanup levels noted above will be <br /> interpreted as a successful fulfillment of the agreement.
