This new law became effective <br /> on January 1, 1996, and allows a Responsible Party (RP) and a <br /> local health/environmental health agency to enter into a written <br /> agreement for the supervision of the cleanup of a simple waste <br /> release . <br /> SB 1248 requires local agencies to provide DTSC and the <br /> appropriate Regional Water Quality Control Board (RWQCB) with <br /> written notification at least 12 working days orior to entering <br /> into a remedial action agreement with a RP. At a minimum, these <br /> notices must include : the name and address of the RP; the name <br /> and address of the site owner; the address and location of the <br /> site where the remedial action will occur; and a description of <br /> any known or planned local, state, or federal regulatory <br /> involvement at the site . Any additional information your agency <br /> can provide regarding the release or threatened release, such as <br /> type of contaminants involved, what media the contaminants <br /> affect, and the quantity/volume released, would also be helpful . <br /> The SB 1248 Fact Sheet provides the telephone numbers and <br /> addresses of DTSC' s Regional Cleanup Operations Branch Offices <br /> where written notifications should be sent . It also includes a <br /> copy of SB 1248 .
