REVISED CONDITIONS OF APPROVAL <br />PA -0200370 <br />REED LEASING GROUP LLC / BASIC RESOURCES, INC. <br />Revisions of Approved Actions application for an existing Quarry Excavation permit No. PA -0200370 <br />(QX) was approved by the San Joaquin County Planning Commission on October 21, 2021. The <br />effective date of approval is October 31, 2021. <br />Unless otherwise specified, all Conditions of Approval and Ordinance requirements shall be fulfilled <br />prior to the establishment of the use and the issuance of any building permits. Those Conditions <br />followed by a Section Number have been identified as Ordinance requirements pertinent to this <br />application. Ordinance requirements cannot be modified, and other Ordinance requirements may <br />apply - <br />1. COMMUNITY DEVELOPMENT DEPARTMENT (Contact: [209] 468-3121) <br />APPROVAL: This is a Quarry Excavation application to remove approximately 2.4 million cubic yards <br />of rock, sand, and gravel from approximately 71 acres of an 80 -acre site over a 12 -year period. The <br />mining will occur in three phases. Phase 1 shall consist of 30 acres to be reclaimed by 2.0492023. <br />Phase 2 shall consist of 15 acres to be reclaimed by 29232037. Phase 3 shall consist of 26 acres to <br />be reclaimed by 28292044. The material that is excavated shall be transported approximately 0.10 <br />miles west on River Road to an existing processing facility. Reclamation is proposed to be continuous <br />and concurrent with mining. The quarry shall be replanted in either walnuts or almonds in 15- to 30 - <br />acre increments. <br />STOCKPILING: No stockpiled soil or material shall be placed closer than twenty five (25) feet to a <br />property boundary. (Development Title Section 9-1415.3[b]) <br />c. PRIVATE ROADS: All private roads involved in an excavation shall be maintained to control the <br />creation of dust. The first one hundred (100) feet of any private road on the property which intersects <br />with a publicly maintained road shall be surfaced in a manner approved by the Director. Traffic control <br />and warning signs shall be installed, if required, at such intersections. The placement and size of these <br />signs shall be approved by the Director of Public Works. (Development Title Section 9-1415.3[c]) <br />d. EROSION CONTROL: Protective vegetative planting, silt screen dams, or other approved methods <br />shall be required where necessary for the control of erosion. An erosion and sediment control plan <br />approved by Development Services Division shall be part of the reclamation plan. (Development Title <br />Section 9-1415.3[d]) <br />e. HOURS OF OPERATION: Excavation operations shall normally be carried on during the hours from <br />5:00 a.m. to 9:00 p.m. (Development Title Section 9-1415.3[f]) <br />f. REPLACEMENT OF TOPSOIL: The topsoil shall be set aside, and upon completion of an excavation, <br />the topsoil shall be replaced and the site leveled in conformance with the excavation permit. <br />(Development Title Section 9-1415.3[g]) <br />g. WEED CONTROL: If noxious weeds are on the site, operations shall be in accordance with <br />instructions from the Agriculture Commissioner of San Joaquin County. (Development Title Section 9- <br />1415.3[h]) <br />h. HEALTH CONSIDERATIONS: This quarry excavation shall: <br />(1) Not cause health or sanitary hazards and shall not create conditions which will cause the breeding <br />or increase of mosquitos, rodents, or other pests. <br />PA -0200370 — Conditions of Approval <br />
