REVISED CONDITIONS OF APPROVAL PA -0200370 REED LEASING GROUP LLC / BASIC RESOURCES, INC. Revisions of Approved Actions application for an existing Quarry Excavation permit No. PA -0200370 (QX) was approved by the San Joaquin County Planning Commission on October 21, 2021. The effective date of approval is October 31, 2021. Unless otherwise specified, all Conditions of Approval and Ordinance requirements shall be fulfilled prior to the establishment of the use and the issuance of any building permits. Those Conditions followed by a Section Number have been identified as Ordinance requirements pertinent to this application. Ordinance requirements cannot be modified, and other Ordinance requirements may apply - 1. COMMUNITY DEVELOPMENT DEPARTMENT (Contact: [209] 468-3121) APPROVAL: This is a Quarry Excavation application to remove approximately 2.4 million cubic yards of rock, sand, and gravel from approximately 71 acres of an 80 -acre site over a 12 -year period. The mining will occur in three phases. Phase 1 shall consist of 30 acres to be reclaimed by 2.0492023. Phase 2 shall consist of 15 acres to be reclaimed by 29232037. Phase 3 shall consist of 26 acres to be reclaimed by 28292044. The material that is excavated shall be transported approximately 0.10 miles west on River Road to an existing processing facility. Reclamation is proposed to be continuous and concurrent with mining. The quarry shall be replanted in either walnuts or almonds in 15- to 30 - acre increments. STOCKPILING: No stockpiled soil or material shall be placed closer than twenty five (25) feet to a property boundary. (Development Title Section 9-1415.3[b]) c. PRIVATE ROADS: All private roads involved in an excavation shall be maintained to control the creation of dust. The first one hundred (100) feet of any private road on the property which intersects with a publicly maintained road shall be surfaced in a manner approved by the Director. Traffic control and warning signs shall be installed, if required, at such intersections. The placement and size of these signs shall be approved by the Director of Public Works. (Development Title Section 9-1415.3[c]) d. EROSION CONTROL: Protective vegetative planting, silt screen dams, or other approved methods shall be required where necessary for the control of erosion. An erosion and sediment control plan approved by Development Services Division shall be part of the reclamation plan. (Development Title Section 9-1415.3[d]) e. HOURS OF OPERATION: Excavation operations shall normally be carried on during the hours from 5:00 a.m. to 9:00 p.m. (Development Title Section 9-1415.3[f]) f. REPLACEMENT OF TOPSOIL: The topsoil shall be set aside, and upon completion of an excavation, the topsoil shall be replaced and the site leveled in conformance with the excavation permit. (Development Title Section 9-1415.3[g]) g. WEED CONTROL: If noxious weeds are on the site, operations shall be in accordance with instructions from the Agriculture Commissioner of San Joaquin County. HEALTH CONSIDERATIONS: This quarry excavation shall: (1) Not cause health or sanitary hazards and shall not create conditions which will cause the breeding or increase of mosquitos, rodents, or other pests.
