Estimated years to completion calculated using a historical average production rate of <br /> 0.11 million tons/year for Bellino, and an anticipated future production rate of 0.18 million <br /> tons/year for Hendrick. <br /> Consistency with County Code <br /> For the Bellino and Hendrick Quarries, a request for revisions of approved actions is made <br /> pursuant to §9-878 of County Code. For quarry excavation projects, County Code requires that <br /> applications include an excavation/reclamation plan schedule (§9-854.3 and §9-1415.3). <br /> Accordingly, in addition to the Table 1, above, this application is supplemented by proposed <br /> redlines to the time schedules contained within the existing approved reclamation plans (see <br /> Attachment A, Proposed Changes to Existing Entitlements). <br /> For the M&P Facility, County Code contains specific provisions related to the continuation of <br /> accessory uses (§9-605.6(m)). A summary of consistency with County Code is provided below: <br /> 1. §9-605.6(m)(1)(A): The lapsing of the Quarry Excavation Permit is due to lack of <br /> production at the permitted area resulting solely from the exhaustion of the mineral <br /> resource being excavated. <br /> Consistency Determination: Consistent. In March 1999, the San Joaquin County Planning <br /> Commission approved an amendment to the M&P Facility Permit (No. QX-89-2) and made <br /> this finding to allow for the continued operation of the accessory uses (e.g., sand and <br /> gravel processing, asphalt production, and recycling)after the onsite extractive resources <br /> at M&P are depleted. This application seeks to amend the approved timeframe for the <br /> continuation of the accessory uses to provide the ability to extract the remaining <br /> permitted reserves at the Bellino and Hendrick Quarries that supply the M&P Facility. <br /> 2. §9-605.6(m)(1)(B): The Applicant desires the Revision of Approved Actions to continue an <br /> authorized accessory use under the lapsing Quarry Excavation Permit. <br /> Consistency Determination: Consistent. GRI seeks to amend the approved timeframe for <br /> the continuation of the accessory uses to provide the ability to extract the remaining <br /> permitted reserves at the Bellino and Hendrick Quarries that supply the M&P Facility. <br /> Page 4 <br />
