The estimated project phasing is provided only as a guideline. Actual phasing depths,
boundaries, quantities and timelines may be affected by unforeseen changes in geology
and market conditions.
2. Estimated years to completion calculated using a historical average production rate of
0.11 million tons/year for Bellino, and an anticipated future production rate of 0.18 million
tons/year for Hendrick.
Consistency with County Code
For the Bellino and Hendrick Quarries, a request for revisions of approved actions is made
pursuant to §9-878 of County Code. For quarry excavation projects, County Code requires that
applications include an excavation/reclamation plan schedule (§9-854.3 and §9-1415.3).
Accordingly, in addition to the Table 1, above, this application is supplemented by proposed
redlines to the time schedules contained within the existing approved reclamation plans (see
Attachment A, Proposed Changes to Existing Entitlements).
For the M&P Facility, County Code contains specific provisions related to the continuation of
accessory uses (§9-605.6(m)). A summary of consistency with County Code is provided below:
1. §9-605.6(m)(1)(A): The lapsing of the Quarry Excavation Permit is due to lack of
production at the permitted area resulting solely from the exhaustion of the mineral
resource being excavated.
Consistency Determination: Consistent. In March 1999, the San Joaquin County Planning
Commission approved an amendment to the M&P Facility Permit (No. QX-89-2) and made
this finding to allow for the continued operation of the accessory uses (e.g., sand and
gravel processing, asphalt production, and recycling)after the onsite extractive resources
at M&P are depleted. This application seeks to amend the approved timeframe for the
continuation of the accessory uses to provide the ability to extract the remaining
permitted reserves at the Bellino and Hendrick Quarries that supply the M&P Facility.
2. §9-605.6(m)(1)(B): The Applicant desires the Revision of Approved Actions to continue an
authorized accessory use under the lapsing Quarry Excavation Permit.
Consistency Determination: Consistent. GRI seeks to amend the approved timeframe for
the continuation of the accessory uses to provide the ability to extract the remaining
permitted reserves at the Bellino and Hendrick Quarries that supply the M&P Facility.
Page 4
