Box 147 <br /> Lodi, CA 95241 <br /> NOTICE OF VIOLATION,WASTE DISCHARGE REQUIREMENTS ORDER NO. 90-047, <br /> REVISED MONITORING AND REPORTING PROGRAM NO. 90-047, VICTOR FINE <br /> FOODS, SAN JOAQUIN COUNTY (CASE# 1430) <br /> Review of the January through March 1991 monthly monitoring reports, the December 1990 <br /> Quarterly Sampling Event (Harding Lawson Associates) dated 8 April 1991, and the <br /> Quarterly Monitoring Report (SOCI) dated 7 February 1991 indicate that Victor Fine Foods <br /> (VFF) is violating Waste Discharge Requirements (WDRs) Order No. 90-047, Revised <br /> Monitoring and Reporting Program (RM&RP) No. 90-047, and Class V Underground <br /> Injection Control Well (UIC) Permit No. CAS900000002. <br /> Below is a discussion of these violations: <br /> MONTHLY MONITORING REPORTS: <br /> The submission of monitoring data without any summary showing compliance is a violation <br /> of RM&RP No. 90-047 which states: <br /> "In reporting the monitoring data, the Discharger shall arrange the data in tabular form <br /> so that the date, the constituents, the concentrations, and the units are readily discernible. <br /> The data shall be summarized in such a manner so as to illustrate clearly the <br /> compliance with waste discharge requirements or lack thereof. <br /> VFF has failed to submit an Annual Report on the data collected in 1990. This is a <br /> violation of RM&RP No. 90-047 which states: <br /> "A report shall be submitted to the Board 30 Jamuuoy of each year containing both <br /> tabular and graphical summaries of the monitoring data obtained during the previous <br /> year. The report shall include a discussion of compliance with the waste discharge <br /> requirements." <br />
