propriate. In order to speed the application process, the per- <br /> mittee agreed to drop its request for use of a biocide, choosing <br /> instead to treat the injectate with chlorine. The public notice <br /> and fact sheet were issued with this understanding. Subsequent <br /> to the public notice, the permittee again indicated to the Agency <br /> that a biocide was desirable. <br /> The Agency feels that use of a biocide in the injectate is a <br /> matter of interest to the public and should have been subject to <br /> public comment. Since the renewed request for a biocide was <br /> brought to this Agency too late for inclusion in the public <br /> notice and fact sheet, the Agency is denying this request. <br /> This denial is based on lack of opportunity for public com- <br /> ment only. The Agency is not ruling on the suitability of the <br /> biocide for this purpose at this time. Thus, the permittee may <br /> file a request for modification of the permit, if it is deter- <br /> mined that chlorine treatment is unsuitable and a biocide is <br /> necessary. Such a permit modification would be open to public <br /> comment. <br /> COMMENT: Section A2 on page 10 contains certain language imply- <br /> ing that injection into an underground source of drinking water <br /> is not permitted. This is an error. <br /> RESPONSE: The permittee is correct, language from the Class I <br /> permit was inadvertently included here. It has been removed in <br /> the final permit. <br /> COMMENT: On page 10, Section A3 , there is a reference to 4 1/2 <br /> inch tubing. Current plans call for 5 1/2 inch tubing at that <br /> location. <br /> RESPONSE : The final permit has been altered to reflect this <br /> change. <br /> COMMENT: The permittee has requested an increase in maximum in- <br /> jection pressure from 810 psi to 855 psi, based on results of a <br /> field leakoff test. <br /> RESPONSE: EPA has decided to deny this request. Inspection of <br /> the submitted leakoff test data indicates that very few actual <br /> measurements occurred in the range of 700-900 psi. Determination <br /> of the 855 psi level was apparently done by visual interpolation <br /> of this sparse data set. In the absence of a more definitive <br /> field measurement, EPA prefers to remain with the 810 psi value, <br /> which is based on assumed fracture gradients. This smaller value <br /> should not significantly affect the efficiency of the injection <br /> process. <br /> COMMENT: The requirement for a maximum injection rate is un- <br /> necessary. <br />
