WASTE DISCHARGE REQUIREMENTS -4- <br /> GOLDEN GATE FRESH FOODS, INC. <br /> VICTOR FINE FOODS <br /> TREATMENT PLANT AND <br /> CLASS II SURFACE IMPOUNDMENT <br /> SAN JOAQUIN COUNTY <br /> 12. Order 65/66-110 is waste discharge requirements issued to Goehring Meat <br /> Inc. in April 1966. These requirements regulated the discharge of the <br /> process wastewater and were subsequently violated by GMI , resulting in the <br /> issuance of the above listed enforcement orders. Order 65/66-110 will be <br /> rescinded. <br /> 13. Cleanup and Abatement Order No. 87-733 was issued to GMI in 1987 for <br /> violations of 65/66-110 that resulted in pollution of domestic and <br /> agricultural ground water supplies. The C&A contains a time schedule for <br /> replacing water supplies, investigating the extent and source of pollution, <br /> and beginning cleanup. GMI did not comply with the time schedule in the <br /> C&A. The C&A will be retained until cleanup has been achieved to the <br /> satisfaction of the Board. <br /> 14. Cease and Desist Order No. 88-191 was adopted by the Board in October 1988, <br /> with a time schedule for ceasing discharge to the existing ponds and <br /> implementing final ground water remediation. The C&D was issued to Newco <br /> Acquisition Sub. , Inc. , on the condition that its purchase of GMI be <br /> completed by 15 November 1988. (Newco Acquisition Sub. , Inc. , later changed <br /> its name to Golden Gate Fresh Foods. Golden Gate Fresh Foods Inc. does <br /> business as Victor Fine Foods, as stated in Finding No. 1 above) . Failure <br /> to consummate the purchase would have resulted in staff recommending <br /> enforcement action against GMI for violation of the 1 November 1988 cease <br /> discharge date established in Cease and Desist Order No. 88-001 . <br /> The time schedule in the C&D Order No. 88-191 requires the Discharger to <br /> comply with Subchapter 15 and cease discharge to the existing percolation <br /> ponds by 1 March 1990, define the extent of ground water pollution, design <br /> and implement final ground water remediation, and close the existing ponds. <br /> Cease and Desist Order No. 88-191 will be retained. <br /> 15. Resolution Order No. 88-192 is an order amending Order No. 65/66-110 to <br /> ref lect the change of ownership from Goehring Meat Inc. to Newco Acquisition <br /> Sub, Inc. This Order will be rescinded, consistent with the rescission of <br /> Order No. 65/66-110. <br /> 16. The NPDES Permit, Order No. 88-193 allows Newco (VFF) to discharge polluted <br /> ground water, after blending with fresh water to the Mokelumne River on an <br /> interim basis. Order No. 88-193 expires on 1 March 1990. <br />
