applicant to conduct tests of the injection zone during and after construction of the <br /> well. This data will be reviewed by the EPA before the applicant will be allowed to <br /> commence injection. <br /> 9. BASIS FOR DRAFT PERMIT CONDITIONS <br /> a. Well Desien & Construction Reauirements <br /> The completed injection well will consist of surface instrumentation, conduc- <br /> tor pipe, surface casing, long casing, injection tubing, an isolation packer, and a <br /> slotted liner. <br /> The surface instrumentation will include a dual pen, chart pressure recorder <br /> that will continuously measure the injection wellhead pressure and annulus pressure. <br /> Other surface instrumentation includes a continuous flow recorder and a bimetal <br /> dial thermometer on the injection line. <br /> The conductor pipe will be completed to about 30 feet and be 16 inches or <br /> more in diameter. The surface casing will be 10 inch diameter casing meeting 40 <br /> CFR requirements. It will be run from the surface to a depth of about 1700 feet or <br /> 100 feet below the base of fresh water. The long casing is 7" in diameter and runs <br /> from the surface to about 2700 feet. <br /> As required by 40 CFR 146.12, the waste water is to be injected through <br /> tubing with a packer set near the bottom of the long casing. The tubing will be a 4 <br /> inch O.D. tubing that is commonly used in oil field injection wells. The packer is a <br /> hydraulically set type that holds against pressure from above and below. After the <br /> packer is set, the annulus is pressurized and the pressure will be recorded con- <br /> tinuously to detect leaks. <br /> A conventional slotted liner, as opposed to a cased-through, jet perforated <br /> completion, will be used for the VFF injection well. The slotted liner completion <br /> was chosen because of its greater flow capacity at lower pressures. <br /> The Agency may permit small deviations from these construction specifica- <br /> tions if required by circumstances at the site. <br /> b. Oaeration <br /> The draft permit requires the permittee to inject only the non-hazardous liq- <br /> uid wastes described in Section 3 of this fact sheet. The applicant is prohibited <br /> from injecting any fluid which would cause a violation of drinking water standards <br /> as set forth in 40 CFR 142. <br /> The injection zone shall consist of the Domengine Formation and any <br /> suitable formation below the Domengine. All injection shall take place below the <br /> Nortonville Shale which may also be referred to here as the 'confining layer'. <br /> 6 <br />
