Requests to present oral testimony at a public hearing should be filed by August 7, <br /> 1990. If significant public interest in holding a hearing is not expressed by that <br /> :date, EPA intends to forgo the hearing. Those who requested a hearing will be <br /> notified in writing or by telephone. <br /> Requests for a public hearing should include the following information: <br /> 1) the name, address, and telephone number of the individual, organization, <br /> or other entity requesting a hearing; <br /> 2) a brief statement of the requesting person's interest in the proposed action <br /> and of information that the requesting person intends to submit at such hear- <br /> ing; and <br /> 3) the signature of the individual making the request, or if the request is <br /> made on behalf of an organization or other entity, the signature of a respon- <br /> sible official of the organization or other entity. <br /> Comments or requests for a public hearing must be mailed to the address below. <br /> Environmental Protection Agency <br /> 1235 Mission Street <br /> San Francisco, CA 94103 <br /> Attn: Ed Wyatt (W-6-2) <br /> A final decision to issue or deny the permit will be made after all comments have <br /> been considered. Notice of the final decision will be sent to each person who has <br /> sent or delivered written comments or who requested notice of the final permit deci- <br /> sion. If issued, the permit will become effective 30 days from the date of issuance <br /> runless: <br /> 1. a later effective date is specified in the permit; <br /> 2. an administrative review is requested under 40 CFR 124.19; or <br /> 3. there are no comments requesting a change to the draft permit, in which case the <br /> final permit may become effective immediately upon issuance. <br /> All persons are advised that they must raise all reasonably ascertainable issues and <br /> submit all reasonably available arguments and factual grounds supporting their <br /> position by the close of the comment period, pursuant to 40 CFR 124.13. In any <br /> review of the final permit decision, no issues may be raised that were not submitted <br /> to the administrative record unless good cause is shown for the failure to do so, pur- <br /> suant to 40 CFR 124.76. <br /> 10 <br />
