WASTE DISCHARGE REQUIREMENTS -10- <br /> GOLDEN GATE FRESH FOODS, INC. <br /> VICTOR FINE FOODS <br /> TREATMENT PLANT AND <br /> CLASS II SURFACE IMPOUNDMENT <br /> SAN JOAQUIN COUNTY <br /> 8. In the event that the EESB has been shut down for repairs, the remainder <br /> of the pretreatment plant may be operated only if discharge limitations <br /> are met and the effluent is injected in full compliance with the UIC <br /> permit. Failure of the pretreatment plant to treat unequalized flows <br /> to within discharge limitations will necessitate the Discharger ceasing <br /> all wastewater discharges until appropriate repairs are made. <br /> 9. Water used for facility maintenance shall be limited to the minimum <br /> amount necessary for dust control . <br /> POND OPERATION <br /> EESB Construction Specifications <br /> 10. Materials used to construct liners shall have appropriate physical and <br /> chemical properties to ensure containment of discharged wastes over the <br /> operating life, closure, and post-closure maintenance period of the <br /> EESB. <br /> 11. Materials used to construct the LCRS shall have appropriate physical <br /> and chemical properties to ensure the required transmission of leachate <br /> over the life of the EESB and the post-closure maintenance period. <br /> 12. The LCRS shall be designed, constructed, and maintained to collect <br /> twice the anticipated daily volume of leachate generated by the WMU and <br /> to prevent the buildup of hydraulic head on the underlying liner at any <br /> time. The depth of fluid in the LCRS sump shall be kept at six inches, <br /> the minimum needed to ensure efficient pump operation. <br /> EESB Supervision and Certification of Construction <br /> 13. The equalization/emergency storage basin shall have a double synthetic <br /> liner with an intervening blanket type LCRS. The outer synthetic liner <br /> shall be 40 mil , high density polyethylene or equivalent material . The <br /> inner synthetic liner shall be 60 mil , high density polyethylene or <br /> equivalent. <br /> 14. The equalization/emergency storage basin shall be designed, constructed, <br /> and o erated to maintain a freeboard of 12 feet + ' r T <br /> P � - r 1 � oo�. � tie <br /> event that the activated sludge portion of the treatment plant and/or <br /> the injection well are down for maintenance or repairs wastewater may <br /> be diverted to and held in the EESB for up to 30 days or until the <br /> freefoard reaches 2 feet plus that needed for the 1000-year, 24-hour <br /> storm.
