WASTE DISCHARGE REQUIREMENTS -11- <br /> GOLDEN GATE FRESH FOODS, INC. <br /> VICTOR FINE FOODS <br /> T REATMEN'T PLANT AND <br /> CLASS II SURFACE IMPOUNDMENT <br /> SAN JOAQUIN COUNTY <br /> a minimum rate equal to 3 days for every day of diversion. At no time <br /> shall the freeboard in the EESB be less than twelve feet +/- 1 foot <br /> for more than 120 consecutive days. <br /> 15. All discharges to the equalization/emergency storage basin shall have <br /> fail-safe equipment or operating procedures to prevent overfilling. <br /> 16. The EESB storage basin shall be designed, constructed and maintained <br /> to prevent scouring and/or erosion of the liners) and other containment <br /> features at points of discharge to the impoundments and by wave action <br /> at the water line. <br /> 17. Leachate removed from the LCRS shall be discharged to the EESB or the <br /> pretreatment plant. <br /> 18. Solids which accumulate in the EESB shall be periodically removed <br /> without damaging the integrity of the liners, to maintain minimum <br /> f reeboard requ i rements and to ma i nta i n Buff i c i ent capac i ty f or 1 eachate <br /> and for the discharge of wastes. Prior to removal of these solids, <br /> sufficient samples shall be taken for their characterization and <br /> classification pursuant to Article 2 of Subchapter 15. The rationale <br /> for the sampling protocol used, the results of this sampling, and a <br /> rationale for classification of the solids shall be submitted to the <br /> Board for review. <br /> 19. The surface aerators shall be installed so that normal and emergency <br /> operation of, and maintenance or repairs to the EESB, treatment plant, <br /> UIC permitted injection well , or other VFF equipment or facilities can <br /> be performed with minimal risk to the EESB' s integrity. A technical <br /> report detailing the design, operation, and maintenance of the surface <br /> aerators and accompanying facilities shall be submitted and approved <br /> by the Board prior to their installation and use. <br /> 20. All containment structures shall be designed and constructed under the <br /> direct supervision of a California registered civil engineer or a <br /> certified engineering geologist and shall be certified by that <br /> individual as meeting the prescriptive standards and performance goals <br /> of Subchapter 15 prior to waste discharge. <br /> EESB Water Quality Protection Standards <br /> 21 .
