According to 40 CFR §144 .28 (c) (iv) , after a cessation of <br /> injection of two years the draft permit requires the per- <br /> mittee to plug and abandon the well in accordance with the <br /> plan unless the permittee: <br /> (1) provides notice to EPA; and <br /> (2) describes actions or procedures, approved by the EPA, <br /> to ensure that the well will not endanger USDWs during <br /> the period of temporary abandonment. These actions and <br /> procedures shall include compliance with the technical <br /> requirements applicable to active injection wells un- <br /> less waived in writing by EPA. <br /> 10. THE ADMINISTRATIVE RECORD <br /> As required by 40 CFR §124.9, the administrative record in- <br /> cluding the application, the draft permit, and the data sub- <br /> mitted by the applicant, is located and available for public <br /> inspection at the Region 9 EPA Library, Sixth Floor, 215 <br /> Fremont Street, San Francisco, CA 94105. Copies of the <br /> draft permit and fact sheet are available for inspection at <br /> the Lodi Public Library, 201 W. Locust Street, Lodi, <br /> California and at the Stockton Public Library, 605 North El <br /> Dorado, Stockton, California. <br /> 11. REFERENCE DOCUMENTS <br /> All documents used in the preparation of the draft permit <br /> are available at EPA, Region 9. Information regarding these <br /> materials may be obtained from the person listed below. <br /> 12 . EPA CONTACT <br /> Ed Wyatt <br /> (415) 974-0909 <br /> 13 . PROCEDURES FOR THE FORMULATION OF FINAL DETERMINATIONS <br /> EPA proposes to issue a UIC permit to this applicant, sub- <br /> ject to the aforementioned limitations and special condi- <br /> tions. This determination is tentative and open to comment <br /> from the public from September 15, 1989 to November 2, <br /> 1989. <br /> Requests to present oral testimony at a public hearing <br /> should be filed by October 19, 1989. If significant public <br /> interest in holding a workshop and a hearing is not ex- <br /> pressed by October 19, 1989, EPA intends to forgo the hear- <br /> ing and workshop.
