It indicates that although total porosity may be fairly <br /> high, these pores typically do not connect with one another. <br /> This suggests that water will move very slowly through such <br /> rocks. <br /> COMMENT: ..One. party...expressed. concern that although lnjectate .. <br /> monitoring was required in the permit, there was apparently no <br /> requirement for monitoring of the shallow drinking water and ir- <br /> rigation water sources. <br /> RESPONSE: The EPA agrees that such monitoring should be con- <br /> ducted, however an extensive monitoring system is already in <br /> place as required 'by the Central Valley Regional Water Quality <br /> Control Board. This monitoring plan. appears to be more than suf- <br /> ficient to detect any contamination of the shallow aquifers <br /> before it endangers any drinking water wells. <br /> COMMENT: One commentor asked 'if the' -permittee was required to <br /> post bond or other guarantee to mitigate any adverse effects on <br /> the shallow aquifer from the proposed injection. <br /> RESPONSE: In signing the permit, the proponent agrees to Part <br /> One, Section E, subsection 5 which states, in part, that the per- <br /> mittee will take all reasonable steps to minimize and correct any <br /> adverse impact on the environment from the proposed injection. <br /> Federal regulations do not require posting of bond or other <br /> guarantee for possible future remediation actions. <br /> COMMENT: One commentor asks that EPA identify the individual as- <br /> signed to this case for comments or questions. <br /> RESPONSE: Questions should be addressed to the Underground In- <br /> jection Control Section, Mail Code W-6-2, at EPA in San Fran- <br /> cisco. Every attempt will be made to keep all parties informed <br /> of the current address and phone number for this section and the <br /> name of the current project officer. <br /> COMMENT: One commentor requested copies of all monitoring <br /> reports. <br /> RESPONSE: This commentor's name has been added to the list of <br /> those receiving reports for the injectate monitoring required by <br /> the permit. The regional board will be requested by letter to <br /> add these same names to the mailing list for receipt of monitor- <br /> ing reports for the shallow ground water. <br /> COMMENT: One commentor requested to be allowed to review the in- <br />
