jection permit when it was renewed. <br /> RESPONSE: The permit under consideration will expire March 12 , <br /> 2000. In order to continue injection after that date, the per- <br /> mittee will be required to submit a new application. The same <br /> provisions for public notice and comment period followed for this <br /> permit will be required at that time. <br /> COMMENT: One commentor requested additional information on well <br /> abandonment procedures for oil and gas wells. <br /> RESPONSE: The commentor has been supplied with a copy of the <br /> Code of California Regulations, Title 14 , Chapter 4 , Section 1723 <br /> which describes the required abandonment procedures. <br /> COMMENT: One commentor suggested that an inter-agency tracking <br /> system be set up to assure that no new oil and gas wells were <br /> drilled into the area near the proposed injection well . <br /> RESPONSE: Current regulations of the California . Division of Oil <br /> and Gas (CDOG) require permittees of new oil and gas wells to <br /> present evidence that the Environmental Health Officer of the af- <br /> fected county has been informed of the proposed new well and that <br /> all county requirements have been fulfilled. This should provide <br /> sufficient information for the county Environmental Health office <br /> to decide if the proposed new well threatens the quality of the <br /> shallow ground water. EPA will contact the CDOG to advise them <br /> of the Victor Fine Foods well and suggest that this tracking sys- <br /> tem be adhered to. <br /> COMMENT: One commentor asked for additional information on the <br /> proposed 30-foot conductor casing for the injection well . <br /> RESPONSE : The 30 foot conductor casing is a guard against <br /> failure of the ground around the well at shallow depths. In ad- <br /> dition to this casing there is an additional "surface" casing ex- <br /> tending to 1700 foot depth, and a "long string" casing within <br /> that surface casing extending through the confining zone. The <br /> construction of the well appears to meet or exceed all federal <br /> and local requirements. <br /> COMMENT: One commentor requested a copy of 40 CFR 146.8 describ- <br /> ing the EPA requirements for "mechanical integrity" of a well. <br /> RESPONSE: This was provided. <br /> COMMENT: The consultants for the well permittee requested that <br />
