Materials used to construct liners shall have appropriate physical and <br /> chemical properties to ensure containment of discharged wastes over the <br /> operating life, closure, and post-closure maintenance period of the <br /> EESB. <br /> 11. Materials used to construct the LCRS shall have appropriate physical <br /> and chemical properties to ensure the required transmission of leachate <br /> over the life of the EESB and the post-closure maintenance period. <br /> 12. The LCRS shall be designed, constructed, and maintained to collect <br /> twice the anticipated daily volume of leachate generated by the WMU and <br /> to prevent the buildup of hydraulic head on the underlying liner at any <br /> time. The depth of fluid in the LCRS sump shall be kept at six inches, <br /> the minimum needed to ensure efficient pump operation. <br /> EESB Supervision and Certification of Construction <br /> 13. The equalization/emergency storage basin shall have a double synthetic <br /> liner with an intervening blanket type LCRS. The outer synthetic liner <br /> shall be 40 mil , high density polyethylene or equivalent material . The <br /> inner synthetic liner shall be 60 mil , high density polyethylene or <br /> equivalent. <br /> 14. The equalization/emergency storage basin shall be designed, constructed, <br /> and operated to maintain a freeboard of 12 feet. In the event that the <br /> activated sludge portion of the treatment plant and/or the injection <br /> well are down for maintenance or repairs wastewater may be diverted to <br /> and held in the EESB for up to 30 days or until the freefoard reaches <br /> 2 feet plus that needed for the 100-year return wet season. Immediately <br /> after such a event water levels must be lowered at a minimum rate equal <br /> to 3 days for every day of diversion. At no time shall the freeboard <br /> in the EESB be less than twelve feet for more than 90 consecutive days. <br /> 15. All discharges to the equalization/emergency storage basin shall have <br /> fail-safe equipment or operating procedures to prevent overfilling. <br /> 16. The EESB storage basin shall be designed, constructed and maintained <br /> to prevent scouring and/or erosion of the liner(s) and other containment <br /> features at points of discharge to the impoundments and by wave action <br /> at the water line. <br />
