WASTE DISCHARGE REQUIREMENTS -11- GOLDEN GATE FRESH FOODS, INC. VICTOR FINE FOODS I KLA T I'IEN I PLANT AND CLASS II SURFACE IMPOUNDMENT SAN JOAQUIN COUNTY 17. Leachate removed from the LCRS shall be discharged to the EESB or the pretreatment plant. 18. Solids which accumulate in the EESB shall be periodically removed without damaging the integrity of the liners, to maintain minimum freeboard requirements and to maintain sufficient capacity for leachate and for the discharge of wastes. Prior to removal of these solids, sufficient samples shall be taken for their characterization and classification pursuant to Article 2 of Subchapter 15. The rationale for the sampling protocol used, the results of this sampling, and a rationale for classification of the solids shall be submitted to the Board for review. 19. The surface aerators shall be installed so that normal and emergency operation of, and maintenance or repairs to the EESB, treatment plant, UIC permitted injection well , or other VFF equipment or facilities can be performed with minimal risk to the EESB's integrity. A technical report detailing the design, operation, and maintenance of the surface aerators and accompanying facilities shall be submitted and approved by the Board prior to their installation and use. 20. All containment structures shall be designed and constructed under the direct supervision of a California registered civil engineer or a certified engineering geologist and shall be certified by that individual as meeting the prescriptive standards and performance goals of Subchapter 15 prior to waste discharge. EESB Water Quality Protection Standards 21 . The concentrations of indicator parameters or waste constituents in waters passing through the Points of Compliance as defined in Provision 6 below shall not exceed the "water quality protection standards" established pursuant to Monitoring and Reporting Program No. which is attached to and made part of this Order. Protection from Storm Events 22. Waste treatment facilities shall be designed, constructed, and operated to prevent inundation or washout due to floods with a 100-year return period. The EESB and other containment structures shall be constructed and maintained to prevent, inundation, erosion, slope failure, washout, and overtopping under 1000-year, 24-hour precipitation conditions, and shall be designed to contain the 100-year wet season precipitation without using the required freeboard.
