Leachate removed from the LCRS shall be discharged to the EESB or the <br /> pretreatment plant. <br /> 18. Solids which accumulate in the EESB shall be periodically removed <br /> without damaging the integrity of the liners, to maintain minimum <br /> freeboard requirements and to maintain sufficient capacity for leachate <br /> and for the discharge of wastes. Prior to removal of these solids, <br /> sufficient samples shall be taken for their characterization and <br /> classification pursuant to Article 2 of Subchapter 15. The rationale <br /> for the sampling protocol used, the results of this sampling, and a <br /> rationale for classification of the solids shall be submitted to the <br /> Board for review. <br /> 19. The surface aerators shall be installed so that normal and emergency <br /> operation of, and maintenance or repairs to the EESB, treatment plant, <br /> UIC permitted injection well , or other VFF equipment or facilities can <br /> be performed with minimal risk to the EESB's integrity. A technical <br /> report detailing the design, operation, and maintenance of the surface <br /> aerators and accompanying facilities shall be submitted and approved <br /> by the Board prior to their installation and use. <br /> 20. All containment structures shall be designed and constructed under the <br /> direct supervision of a California registered civil engineer or a <br /> certified engineering geologist and shall be certified by that <br /> individual as meeting the prescriptive standards and performance goals <br /> of Subchapter 15 prior to waste discharge. <br /> EESB Water Quality Protection Standards <br /> 21 . The concentrations of indicator parameters or waste constituents in <br /> waters passing through the Points of Compliance as defined in Provision <br /> 6 below shall not exceed the "water quality protection standards" <br /> established pursuant to Monitoring and Reporting Program No. <br /> which is attached to and made part of this Order. <br /> Protection from Storm Events <br /> 22. Waste treatment facilities shall be designed, constructed, and operated <br /> to prevent inundation or washout due to floods with a 100-year return <br /> period. The EESB and other containment structures shall be constructed <br /> and maintained to prevent, inundation, erosion, slope failure, washout, <br /> and overtopping under 1000-year, 24-hour precipitation conditions, and <br /> shall be designed to contain the 100-year wet season precipitation <br /> without using the required freeboard.
