The Site is in the unincorporated rural
community of Vernalis, southern San Joaquin County. The Workplan was prepared by
Science Applications International Corporation — Benham, LLC (SAIC) on behalf of Chevron.
Presently, an adjacent property known as the US Can-Welty Road (US Can) project is being
investigated by Chevron under the oversight of Central Valley Regional Water Quality Control
Board (Central Valley Water Board) staff. Results have indicated that the lateral extent of
crude oil affected soil and/or groundwater had not been delineated offsite to the east-
northeast. Chevron suggested, and Central Valley Water Board staff concurred, that a
separate investigation be conducted.
The historical Tidewater Associated Oil Company (TAOC) and Old Valley Pipeline (OVP)
pipelines, owned/operated by Chevron predecessors are present at the Site. The historical
pipelines were used for pumping crude oil from Kern County and/or Coalinga oil fields to
refineries in the Bay area from the early 1900's to the late 1960's to early 1970's. During the
1940's, the pipelines reportedly used a cutter stock to facilitate the crude oil transport. The
historical TAOC pipelines and a Kinder Morgan Pipeline, used for transport of refined
petroleum products are located within the Union Pacific Railroad (UPRR) easement. The
UPRR tracks/easement is present along the southwest side of Ahern Road (California State
Highway 33); a portion of the Site is located within the UPRR easement.
SAIC proposes six borings at the Site to approximate depths of up to 50 feet below ground
surface (bgs) to obtain soil and groundwater samples for analysis. In the event petroleum
hydrocarbon affected soil is encountered, SAIC proposes an additional eleven contingency
step-out borings for delineation of soil and/or groundwater purposes both up- and
downgradient of the Site.
California Environmental Protection Agency
paRecycled Paper
