Ir
irEAfTHCON
2.0 DESCRIPTION OF HAZARDOUS WASTE TANK SYSTEM
2.1 Facility Operations
The Site is a self-service auto dismantling facility where customers purchase car parts, which they
remove themselves from a selection of salvaged cars. Facility operations include draining fluids
from new cars arriving on -Site (including oil, antifreeze, gasoline and diesel fuels); mounting cars on
stands in the Customer Yard for customer access; crushing car bodies; and loading crushed cars
onto trucks for off -Site recycling. The facility includes a covered vehicle fluid draining area referred
to as the Drain Building where six drain racks are designated for draining oil, antifreeze, and fuels
from vehicles. Oil and antifreeze drained from vehicles must be disposed of off -Site and are stored
within waste storage tanks (01 through 04 and Al through A2) located within the Drain Building
(Section 2.2). Diesel drained from salvaged cars is pumped through a diesel water separator into
portable tanks (Diesel Buggy) for reuse at the facility. Drained gasoline is resold as usable fuel and
is stored in two double -walled storage tanks that are located in a concrete paved and bermed area
adjacent to the Drain Building. On occasion, gasoline that does not meet specifications is
encountered and must be separated into 55 -gallon drums for off -Site disposal as a hazardous
waste. Tanks that store recyclable gasoline fuel or diesel fuels for reuse are not included as part of
this Hazardous Waste Tank System Assessment. These materials are not determined to be
hazardous waste and are therefore not part of the hazardous waste tank system on -Site. These
material storage tanks are addressed in the Site's Spill Prevention Control and Countermeasures
(SPCC) Plan.
The Site participates in the Used Oil Certified Collection Center (UOCCC) Program by CalRecycle
and accepts used motor oil from the public. Used oil dropped off by customers is placed into a 385 -
gallon tank located in the Sales Area (Customer Drop -Off). Used oil brought by customers is not
mixed or stored with used oil drained from the vehicles processed on -Site.
The Site encompasses approximately 26 acres. Of this, approximately 6.5 acres are used for such
operations as car crushing, core and parts storage, and vehicle preparation; 17 acres are used for
the customer salvage yard; and 2.5 acres are used for the customer parking lot.
A Site Plan is provided in Figure 2 and photographs of the Site are provided in Appendix A.
Hazardous Waste Tank Assessment Stockton, CA
Schnitzer Steel — Pick -n -Pull 2 Project No. 04.20160002
