Complaint Investigation Summary Report#:5105 <br /> COMPLAINT ID: CO0053423 Site Location: 311 S LAUREL ST <br /> Activity Summary <br /> Activity Date Recorded by <br /> 02/17/2021 Reviewed complaint information. Called and scheduled a co-inspection with FLORIDO <br /> Wesley Thorne, City of Stockton Code Enforcement Officer. <br /> Arrived on-site and met with Wesley, CSO Phillip Andeola-City of Stockton <br /> Special Operations Division, Ray Alvarez-tenant, and Miguel Martinez -friend of <br /> owner of vehicle leaked on Lafayette Street(Honda Civic, license plate 4CIM107). <br /> Observed a white fifth wheel trailer in the back of the property. Ray Alvarez <br /> opened the trailer and stated he uses the trailer for storage. It did not immediately <br /> appear that the trailer is being lived in, however I did not go inside the trailer. The <br /> trailer did not appear to be hooked up to an electricity source. Notified Ray that <br /> EHD's Housing Unit would be notified of the complaint regarding the trailer for <br /> further investigation if needed. <br /> Observed an inoperable/abandoned maroon Chevy Tahoe and an <br /> inoperable/abandoned silver Toyota Corola on the property with dry vehicle fluid <br /> stains on the asphalt beneath and around them. The vehicles did not appear to be <br /> actively leaking. Took photos. Wesley posted Notices of Intent to Abate on each of <br /> the vehicles. The vehicle owners are unknown at this time, however Wesley stated <br /> he may be able to provide the owner information at a later time. <br /> Observed a white Honda Civic(license plate 4CIM107) and a black Acura TL <br /> (license plate 5JRR790) parked on Lafayette Street across from 311 S Laurel <br /> Street. Vehicle parts were observed inside and around the vehicles in the street <br /> and sidewalk. Standing liquid, possibly water mixed with vehicle fluids, was <br /> observed in the gutter next to the vehicles. Miguel Martinez started the Honda <br /> Civic and moved it off the street, as requested by Phillip Andeola. The Acura TL <br /> was towed by a towing company, as requested by Philip. The vehicle owners are <br /> unknown at this time, however Phillip stated he may be able to provide the owner <br /> information at a later time. Miguel Martinez indicated that he knew or was friends <br /> with the owners of the vehicles. Miguel stated that he was not dismantling the <br /> vehicles. <br /> Issued Notice To Abate and provided clean-up guidance, waste disposal <br /> guidance, and the SJC Household Hazardous Waste facility brochure to Miguel <br /> Martinez for the Honda Civic and Acura TL leakage into the gutter. Miguel <br /> provided the Notice To Abate and the brochure to Ray Alvarez. I explained the <br /> Notice To Abate, how to clean-up the standing vehicle fluids, and properly dispose <br /> of the waste generated to Ray. Ray also signed the Notice To Abate. Ray agreed <br /> to provide a photo of the area once cleaned and a copy of the waste disposal <br /> receipt. <br /> Ray provided his contact information: 209-405-4040; raylove.ra@gmail.com. Ray <br /> also stated the property manager is Eleu Lee, 650-273-7515. <br /> Left site. Arrived back at EHD. Documented narrative and generated photo log. <br /> 02/17/2021 Called City of Stockton Stormwater 24 hour emergency service center FLORIDO <br /> (209-937-8341) and notified dispatch person of the standing water with possible <br /> vehicle fluids in the gutter on Lafayette St. across the street from the complaint <br /> address. The dispatch person stated the location is not within City of Stockton <br /> jurisdiction, but rather in San Joaquin County jurisdiction. Called Elena Manzo, Ld <br /> Sr RENS, to discuss complaint. Determined I will follow up with the tenant Ray <br /> Alvarez, to try to get him to conduct the clean-up of the gutter and proper waste <br /> disposal within the next 1-2 weeks. I will also mail the property owner a letter <br /> regarding the vehicle fluid leakage and staining observed on and across the street <br /> from his property, and household hazardous waste brochure. <br /> 5105.rpt Page 2 of 3 <br />
