The Class II Surface Impoundments were clean closed as
corrective action and the Discharger (Pacific Gas and Electric) had been conducting continued
groundwater monitoring to evaluate the effectiveness of the corrective action. The rescission
of the WDR was supported by an extensive groundwater monitoring program evaluation,
additional site sampling both for soils and groundwater, and geochemical modeling providing
evidence the Class II surface Impoundments were not affecting water quality beneath the site.
Groundwater monitoring and reporting in accordance with the WDRs and the Monitoring and
Reporting Program are no longer required to be submitted to the Central Valley Water Board.
Groundwater monitoring wells can be scheduled for destruction once an appropriate work plan
and permits have been approved by San Joaquin County Environmental Health. The wells
must be destroyed per San Joaquin County guidelines. Please notify staff a minimum of 48
hours in advance of the scheduled well destruction.
Attached is Order No. R5-2009-0057 rescinding WDR Order No. 96-176.
