i <br /> CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. R5-2009-0057 <br /> RESCINDING WASTE DISCHARGE REQUIREMENTS <br /> The California Regional Water Quality Control Board, Central Valley Region, finds that the Board adopted the <br /> following Orders which are no longer applicable for the reasons shown: <br /> Waste Discharge Requirements Order No. 92-192, adopted on 25 September 1992, prescribes requirements for <br /> the discharge to land of pistachio processing wastewater from the Dicker Pistachio Processing Plant at 21721 <br /> Road 20 in Madera County. The plant ceased operations in 1992 and has not discharged since then. In a letter <br /> dated 24 December 2008, the Discharger requested to have the Order rescinded. Therefore, rescission of the <br /> Order is appropriate. (KC) <br /> Waste Discharge Requirements Order No. 96-176, prescribes requirements for a pond used for waste disposal <br /> operations for the discharge of'designated waste' at Pacific, Gas and Electric Company's McDonald Island Gas <br /> Storage Facility in San Joaquin County. The Discharger was ordered to discontinue this discharge in 1986 and in <br /> 1994 the pond was clean closed under Chapter 15 requirements (now Title 27). Groundwater has been monitored <br /> since then and in a 2008 report the Discharger demonstrated that the clean closure was successful and <br /> groundwater meets the cleanup standards. Because of the successful remediation it is appropriate to rescind <br /> Waste Discharge Requirements Order No. 96-176. (WLB) <br /> Waste Discharge Requirements Order No. 97-008 was adopted on 24 January 1997, prescribes requirements for <br /> J.R. Simplot Company and Occidental Chemical Corporation, Former Courtland Facility Groundwater Treatment <br /> System, Yolo County, for groundwater treatment by phytoremediation. Groundwater containing nitrogen was used <br /> for its nutrient value to irrigate trees. Nitrogen concentrations in groundwater have declined to meet cleanup <br /> objectives, the extraction pump has been removed, and it is appropriate to rescind Waste Discharge <br /> Requirements Order No. 97-008. (AST) <br /> Waste Discharge Requirements Order No. 98-213 was adopted on 23 October 1998 for Union Pacific Railroad <br /> Company Former Maintenance Facility, Tracy, San Joaquin County, prescribes requirements for the discharge of <br /> treated groundwater to infiltration wells during the course of operation of two groundwater extraction and treatment <br /> systems. Union Pacific has discontinued operating the two groundwater extraction and treatment systems and <br /> has ceased the discharge. The systems are no longer necessary to control off-site migration of the dissolved <br /> plume. The Discharger has requested rescission of the Order and the Order is no longer needed. Site cleanup <br /> has not been completed and additional actions at the source area are necessary. (KLD) <br /> Waste Discharge Requirements Order No R5-2004-0017 adopted on 30 January 2004, prescribes requirements <br /> for Mencarini and Jarwin, Inc., dba Chrome Craft, Former Chrome Craft Facility, Sacramento County, for a one- <br /> time addition of MRX, a proprietary in situ reducing agent, to groundwater to treat hexavalent chromium. The <br /> injection occurred in April 2004, and three years of quarterly monitoring show that the MRX has been consumed, <br /> and it is no longer affecting groundwater geochemistry. Therefore, it is appropriate to rescind Waste Discharge <br /> Requirements Order No. R5-2004-0017.(AST) <br /> IT IS HEREBY ORDERED that the above Waste Discharge Requirements orders are rescinded. <br /> I, PAMELA C.
