L & M OPERABLE UNIT-THIRD QUARTER 2014 SITE STATUS, REMEDIAL SUMMARY,
AND GROUNDWATER MONITORING REPORT
Status of Remediation Activities
October 31, 2014
3.1.2 Dual Phase Extraction System: Operational and Analytical Data -3Q14
During 3Q14 (June 30, 2014 to September 30, 2014) the DPE system was only operated
for approximately 3.3 hours to process purge water generated during the 3Q14
monitoring and sampling event.
During 3Q14 the DPE system recovered approximately 0.001 lbs. (0.0001 gallons) of
TPHg, 0.005 lbs. (0.001 gallons) of TPHd, and 0.001 lbs. (0.0002 gallons) of TPHo. No
appreciable amount of MTBE, TBA, or benzene was recovered by the DPE system during
3Q14.
Historically the DPE system (GWE and SVE combined) has processed approximately
18,125 lbs. (2,971 gallons) of TPHg, 9,581 lbs. (1,334 gallons) of TPHd, 5,154 lbs. (676
gallons) of TPHo, 13.44 lbs. (1 .82 gallons) of benzene, 3.77 lbs. (0.61 gallons) of MTBE, and
0.58 lbs. (0.09 gallons) of TBA from water and soil vapor to date. Since system start-up
groundwater extraction has treated approximately 7,302,465 gallons of water.
Historical DPE system operations and analytical data are presented in Table 8 through
Table 13. Chemical concentrations and mass removal graphs are presented on Figure
31 through Figure 34. Analytical lab reports and field data sheets for all O&M activities
are presented in Appendix I.
3.2 L&M OU AND APARTMENT SOIL VAPOR EXTRACTION SYSTEMS
3.2.1 L&M OU and Apartment Soil Vapor Extraction Systems Summary
The L&M OU SVE (SVE) and Apartment SVE (ASVE) systems had been operational since
May 31, 2007. The SVE system is comprised of horizontal vapor wells: SVE-1 through
SVE-1 1, a 100-gallon liquid/vapor separator, and a Solleco 500 cfm vapor extraction
system with a Roots URAI 59 20-hp positive displacement blower. The ASVE system is
comprised of horizontal wells (ASVE-1 through ASVE-6), a 100-gallon liquid/vapor
separator, and a Solleco 250 cubic feet per minute (cfm) vapor extraction system with
a Roots URAI 56 10-hp positive displacement blower. Vapor from both the SVE and the
ASVE systems is abated with a 750 scfm thermal oxidizer. Since May 31, 2007 the 750
scfm SVE and ASVE vapor abatement system has been operated under SJVAPCD
permit number N-4878-2-0.
In a letter dated September 24, 2013 Stantec requested complete shutdown of the on-
Site systems for rebound testing. On November 6, 2013 the RWQCB-CVR concurred with
the rebound test but requested a vapor intrusion contingency plan be submitted should
soil vapor monitoring results demonstrate hazardous vapor intrusion levels to Delta View
Apartment residents during the period the systems are down. A contingency plan was
submitted by Stantec dated January 17, 2014. In a letter dated April 7, 2014 the
RWQCB-CVR requested submittal of a proposal to remove the existing SVE remedial
5ta ntec 3.2
