Hold,P.G. <br /> California Regional Water Quality Control Board, Central Valley Region <br /> 11020 Sun Center Drive, Suite 200 <br /> Rancho Cordova, California 95670-6114 <br /> Subject: Response to e-mail inquiry regarding the former Arcady Disposal Facility <br /> Dear Mr. Hold: <br /> On behalf of the William DePaoli Family, Genesis Engineering and Redevelopment, LLC <br /> ("GE&R")prepared this response to your May 20, 2009 e-mail regarding the former Arcady <br /> Disposal Facility located in Holt, California. As discussed in GE&R's Site Characterization <br /> Report(GE&R 2008), a portion of the former Arcady Disposal Facility, specifically the southern <br /> 3.5 acres, was sold to William DePaoli while the Facility was still in operation. All of GE&R's <br /> investigation activities to date have focused solely on these 3.5 acres owned by the DePaoli <br /> family(the"Site"), see Figure 1, and not on the entire former Disposal Facility. <br /> In your e-mail to Thomas deArth of GE&R and Mark Bradford of ERM West, you stated that <br /> you had visited the Site on May 19 and were "surprised to see that there have been significant <br /> changes to the area that were not included in the Site Characterization Report." Each of your <br /> comments is addressed below. Two of your three comments,however,pertain to activities <br /> and/or conditions on the northern parcel. It is our understanding that this parcel is currently <br /> owned by Ron Barber of L&B Environmental, and questions regarding the northern parcel <br /> should be directed to him. <br /> Comment: "There appears to be someone occupying a building on the northern parcel." <br /> The building in question is a metal shed-like structure located approximately 600 feet north of <br /> the Site. A review of a parcel map (Figure 2) shows that this building is not on the northern <br /> parcel of the former Arcady Disposal Facility, but actually is located on the parcel immediately <br /> east of the former Arcady Disposal Facility. Based on a review of an aerial image of the area, <br /> the building has been there since at least 1993 (Figure 3). We do not know the current or former <br /> uses of this building. However,the existence of this structure does not have any relevance to the <br /> Site Characterization Report or to closure options for the Site, since it is not downgradient of the <br /> Site.
