GE "
GENESIS ENGINEERING&REDEVELOPMENT
Howard F. Hold, P.G.
May 29, 2009
Page 2
Department of Water Resources ("DWR")records and a field reconnaissance,no water-supply
wells were identified on this property. A follow-up field reconnaissance conducted on May 21,
2009, did not identify any evidence of a water-supply well associated with the building.
Comment: "There is now a large silo and two double-wide trailers across the street from the
site. Again, these were not included in the site characterization report. It was not
evident if these places were on well water."
The silo and trailers were placed on the property east of the Site approximately one year ago, and
were present when the Site characterization was completed. It is our understanding that the silo
is used for grain storage and the trailers house seasonal workers. As of August 2008 there were
no DWR records of a water-supply well on the property. A field reconnaissance in the vicinity
of the Site in 2008 did not identify any wells in the vicinity of the silo and trailers. A landowner
that was interviewed did indicate that a domestic supply well was proposed approximately 1,500
feet east of the Site. It is possible that this well was being installed to provide water to the
trailers. The approximate location of this proposed new well was shown on Figurel O of the Site
Characterization Report. A follow-up field reconnaissance conducted on May 21, 2009 did not
see evidence of a water-supply well associated with the silo and trailers. The presence of the
structures themselves does not appear relevant to the Site Characterization Report or to the Site
closure options.
Comment: "There has been a breach in the Whiskey Slough levee. Now the majority of the
northern area has been flooded. The drilling mud is submerged, and is now
continuously discharging to the Delta. This is a violation of the California Water
Code and must be stopped immediately. This breech will have a significant impact
on the closure strategy."
It does not appear that the breach in the levee is recent. Google Earth images dating back to
November 2002 (Figures 4 and 5) indicate flooding of the northern parcel. Reports available on
GeoTracker for the Kinder Morgan SFPP Pipeline Release Site note an"area with standing
water" extending across the western half of the northern parcel dating back to April 2005
(Figure 6). It is not known whether the flooding seen on the SFPP Pipeline figures and Google
Earth images is the result of a breach in the levee or seasonal flooding resulting from poor
drainage. However, it seems unlikely that the flooding viewed in the early November 2002
(Figure 4) and late July 2004 (Figure 5) Google Earth images is the result of heavy rainfall,
based on the time of year of these images. It appears that the breach may have occurred between
May and November 2002.
