� Z <br /> GENESIS ENGINEERING& REDEVELOPMENT <br /> 1.0 INTRODUCTION <br /> Genesis Engineering&Redevelopment, LLC ("GE&R")prepared this Work Plan on <br /> behalf of the William DePaoli Family to conduct additional site characterization activities <br /> on the southern 3.5 acres of the former Arcady Disposal Site located in Holt, California. <br /> The Site location is shown on Figure 1. The Arcady Disposal Site was operated as a <br /> facility for the disposal of"non-toxic"drilling mud from 1960 to 1984. On May 1, 1984, <br /> the Regional Water Quality Control Board ("RWQCB") ordered that all disposal <br /> activities be terminated and water quality impacts be assessed and reported. <br /> Subsequently,based on a lack of adequate response from the Site operator, the RWQCB <br /> issued Cleanup and Abatement Order No. 90-029 ("CAO") on January 26, 1990. The <br /> CAO rescinded the 1984 Cleanup and Abatement Order and requires that a <br /> Hydrogeologic Assessment and Solid Waste Assessment Test be conducted and, based on <br /> the results, develop a final closure/post-closure maintenance plan for the Site. <br /> Prior to and in response to the CAO, numerous environmental investigations have been <br /> conducted at the Site. The most recent proposed work plan,Draft Site Investigation <br /> Work Plan, Arcady Disposal Site, Holt, California,was submitted to the RWQCB on <br /> November 2, 2000 by Environmental Resources Management (ERM 2000) on behalf of <br /> the"PRP Group". The RWQCB and Department of Toxic Substances Control("DTSC") <br /> provide comments to the Work Plan on December 1, 2000 and December 18,2000, <br /> respectively. Environmental Resources Management did not resubmit a revised work <br /> plan to the RWQCB based on issues within the PRP Group. <br /> This Work Plan was developed based on information in the Environmental Resources <br /> Management November 2, 200 draft work plan (ERM 2000); the December 1, 2000 <br /> report review letter from the RWQCB (RWQCB 2000); and the December 18, 2000 <br /> comment letter from the DTSC (DTSC 2000). The agency comments have been <br /> addressed in the preparation of this Work Plan. <br /> 1.1 Objective <br /> The primary objective of this Site Investigation is to provide the additional supporting <br /> data necessary to achieve Site Closure without institutional controls. <br /> The Environmental Screening Levels for this Site Investigation are the Regional Water <br /> Quality Control Board's November 2007 Screening for Environmental Concerns at Sites <br /> with Contaminated Soil and Groundwater(RWQCB 2007). <br /> Site Investigation Work Plan I Of 18 <br /> DePaoli Property <br /> November 14,2007 <br />
