G ". <br /> GENESIS ENGINEERING& REDEVELOPMENT <br /> 1.2 Site Background <br /> The former Arcady Disposal Site is a 7.5 acre parcel located in Holt, California; <br /> approximately 7 �ou.::west of Stockton, California on the West side of Whiskey <br /> Slough Road, approximately one half mile north of Holt road. The location of the Site is <br /> shown on Figure 1 and the Site layout is shown on Figures 2 and 3. The Site was <br /> reportedly used as a local dumping ground for domestic waste prior to its conversion to a <br /> disposal facility for drilling mud (ERM 2000). The Arcady Oil Company operated the <br /> Site as a Class III disposal facility from 1960 to 1984; initially under RWQCB Resolution <br /> No. 60-78 and updated by Waste Discharge Requirements ("WDR") Order No. 76-152 <br /> on July 23, 1976. The Monitoring and Reporting Program of WDR Order 76-152 was <br /> revised in 1982 to include additional monitoring requirements. Numerous violations of <br /> WDR Order No. 76-152 were recorded during the operation of the facility. <br /> The RWQCB requested that all waste disposal at the Site cease and that water quality <br /> impacts related to the disposal activities be assessed and documented. On October 11, <br /> 1984 the RWQCB issued another Cleanup and Abatement Order to (i) cease discharge of <br /> any wastes that would cause further soil and groundwater impacts, (ii) conduct an <br /> investigation to assess the extent that Group I wastes have been deposited at the Site, and <br /> (iii) develop a cleanup and abatement action plan. <br /> On January 6, 1987, the RWQCB notified Arcady Oil Company that the Arcady Disposal <br /> Site was subject to the requirements of the Toxic Pits Cleanup Act("TPCA"). This <br /> required Arcady Oil Company to prepare a Hydrogeologic Assessment Report ("HAR") <br /> for the Site. On February 13, 1987,the RWQCB notified Arcady Oil Company that <br /> under the Water Code the Arcady Disposal Site was subject to the requirement to conduct <br /> a Solid Waste Assessment("SWAT"). In 1988,Arcady Oil Company was informed of <br /> their delinquency in completing the HAR and proposing a satisfactory SWAT. <br /> On December 26, 1990, the RWQCB issue Cleanup and Abatement Order 90-029 which <br /> rescinded the October 11, 1984 CAO and required Arcady Oil Company, in part, to: (i) <br /> submit a HAR Work Plan; (ii) implement a groundwater monitoring program in <br /> accordance with the Monitoring and Reporting Program of Order 76-152, as amended; <br /> (iii) implement the approved HAR and activities necessary to complete the SWAT; (iv) <br /> develop a final closure/post-closure maintenance plan; (v) implement the approved <br /> closure/post-closure maintenance plan; and (v) Close the Disposal Site. <br /> On January 4, 1979, the southern 3.5 acres of the Site were purchased from Arcady Oil <br /> by William DePaoli under a lease-back agreement("DePaoli Parcel").
