G ". GENESIS ENGINEERING& REDEVELOPMENT 1.2 Site Background The former Arcady Disposal Site is a 7.5 acre parcel located in Holt, California; approximately 7 �ou.::west of Stockton, California on the West side of Whiskey Slough Road, approximately one half mile north of Holt road. The location of the Site is shown on Figure 1 and the Site layout is shown on Figures 2 and 3. The Site was reportedly used as a local dumping ground for domestic waste prior to its conversion to a disposal facility for drilling mud (ERM 2000). The Arcady Oil Company operated the Site as a Class III disposal facility from 1960 to 1984; initially under RWQCB Resolution No. 60-78 and updated by Waste Discharge Requirements ("WDR") Order No. 76-152 on July 23, 1976. The Monitoring and Reporting Program of WDR Order 76-152 was revised in 1982 to include additional monitoring requirements. Numerous violations of WDR Order No. 76-152 were recorded during the operation of the facility. The RWQCB requested that all waste disposal at the Site cease and that water quality impacts related to the disposal activities be assessed and documented. On October 11, 1984 the RWQCB issued another Cleanup and Abatement Order to (i) cease discharge of any wastes that would cause further soil and groundwater impacts, (ii) conduct an investigation to assess the extent that Group I wastes have been deposited at the Site, and (iii) develop a cleanup and abatement action plan. On January 6, 1987, the RWQCB notified Arcady Oil Company that the Arcady Disposal Site was subject to the requirements of the Toxic Pits Cleanup Act("TPCA"). This required Arcady Oil Company to prepare a Hydrogeologic Assessment Report ("HAR") for the Site. On February 13, 1987,the RWQCB notified Arcady Oil Company that under the Water Code the Arcady Disposal Site was subject to the requirement to conduct a Solid Waste Assessment("SWAT"). In 1988,Arcady Oil Company was informed of their delinquency in completing the HAR and proposing a satisfactory SWAT. On December 26, 1990, the RWQCB issue Cleanup and Abatement Order 90-029 which rescinded the October 11, 1984 CAO and required Arcady Oil Company, in part, to: (i) submit a HAR Work Plan; (ii) implement a groundwater monitoring program in accordance with the Monitoring and Reporting Program of Order 76-152, as amended; (iii) implement the approved HAR and activities necessary to complete the SWAT; (iv) develop a final closure/post-closure maintenance plan; (v) implement the approved closure/post-closure maintenance plan; and (v) Close the Disposal Site. On January 4, 1979, the southern 3.5 acres of the Site were purchased from Arcady Oil by William DePaoli under a lease-back agreement("DePaoli Parcel").
