Boeing Way is a generally two-lane, east-west minor collector located to the
south of the project, primarily serving industrial uses. The posted speed limit on
Boeing Way is 25 mph.
The Traffic Impact Study evaluated existing traffic conditions at seven existing study
intersections, shown on Figure 3-1, during the a.m. and p.m. peak hours for a typical
weekday. The study intersections and associated traffic controls are listed in Table 3-6,
along with the LOS. LOS measures the quality of traffic movement on roadways and
through intersections. It is represented by letter designations from A to F, with A
representing the best movement conditions and F representing the worst. In San Joaquin
County, D is the minimally acceptable LOS on minor arterials and higher-classification
roadways, and C is the minimally acceptable LOS on other roads. Under existing
conditions, all but one of the study intersections operate within County standards during
both peak hours. At the two-way stop intersection of Pock Lane & Mariposa Road, the
northbound (stop controlled) approach operates at unacceptable LOS E during the p.m.
peak hour.
TABLE 3-6
EXISTING INTERSECTION LEVEL OF SERVICE
AM Peak Hour PM Peak Hour
Delay Delay
No.' Intersection Control LOS sec LOS sec
1 Mariposa Rd. & 8h Street Signal C 23.0 C 29.2
2 Pock Lane&Mariposa Rd. SJRTD bus route 390, which serves southeastern Stockton and
adjacent unincorporated areas, passes by the project site on Pock Lane. Bus stops are
located along Pock Lane, B Street, 8th Street, and Mariposa Road. However, existing
sidewalk gaps along Pock Lane north of the project site create a barrier to transit riders
seeking to access these stops.
Pock Lane Public Review Draft IS/MND 3-63 May 2022
