Regardless of the outcome, a lead agency is still obligated under CEQA to <br /> mitigate for any significant environmental effects, as explicitly noted in AB 52. <br /> As part of the preparation of its report, Solano Archaeological Services contacted 13 <br /> representatives of ten tribes or rancherias: <br /> • Northern Valley Yokuts <br /> • Confederated Villages of Lisjan <br /> • California Valley Miwok Tribe <br /> • Buena Vista Rancheria of Me-Wuk Indians <br /> • Sheep Ranch Rancheria of Me-Wuk Indians <br /> • Chicken Ranch Rancheria of Me-Wuk Indians <br /> • lone Band of Miwok Indians <br /> • Tule River Indian Tribe <br /> • Wilton Rancheria <br /> • Wuksache Indian Tribe/Eshom Valley Band <br /> Contact was made with the Buena Vista Rancheria. The rancheria suggested changes to <br /> proposed mitigation measures for impacts on cultural resources, which have been <br /> incorporated. To date, no responses from the other contacted representatives have been <br /> received. <br /> Environmental Impacts and Mitigation Measures <br /> a-i, ii) Tribal Cultural Resources. <br /> As discussed in Section 3.5, Cultural Resources, there is no record of any prehistoric <br /> resources within the project site, and a field survey by Solano Archaeological Services <br /> found no indication of any such resources. At the request of Solano Archaeological <br /> Services, the Native American Heritage Commission conducted a search of its Sacred <br /> Lands File for records of any tribal cultural resources on the project site. The <br /> Commission stated that the Sacred Lands File search did not indicate the presence of any <br /> significant sites or properties within or near the project site. The Commission also <br /> provided a list of local tribal representatives, who are listed above. As noted, contact was <br /> made with the Buena Vista Rancheria was made. The rancheria made suggested changes <br /> to proposed mitigation, which the County has incorporated. This satisfies AB 52 <br /> consultation requirements with the Buena Vista Rancheria. <br /> The proposed mitigation mentioned above addresses the possibility that buried <br /> archaeological resources may be found that could be recognized as tribal cultural <br /> resources. Also, it is possible that human remains that are Native American in origin <br /> could be encountered. As discussed in Section 3.5, Cultural Resources, implementation <br /> of Mitigation Measure CULT-1 and CULT-2 would ensure proper disposition of <br /> uncovered cultural resources, including tribal cultural resources and Native American <br /> burials.
