The project site is not part of a State Responsibility Area, and Cal Fire maps indicate the
site and vicinity are not designated within a High Fire Hazard Severity Zone or higher.
The project site is in an area not prone to wildfires, and wildfire risk would be reduced
with project development and subsequent reduction in open space area. The project
would have no impact related to exposure of project occupants to wildfire hazards.
c) Installation and Maintenance of Infrastructure.
As noted, the project site is not in an area prone to wildfires. Infrastructure to serve the
project, for the most part, has been installed except for proposed onsite infrastructure to
serve the proposed lots. There would be no increase in fire risk due to the installation and
maintenance of this infrastructure, as it would be installed within an area that would be
developed for urban uses. The project would have no impact on this issue.
d) Risks from Runoff, Post-Fire Slope Instability, or Drainage Changes.
The project site is in a topographically flat area. Duck Creek crosses the project site, but
it is mostly located in valley areas. As such, it is not expected that people or structures
would be exposed to significant risks from changes resulting from fires in steeper areas to
the east, including downslope or downstream flooding or landslides. The project would
have no impact related to risks from runoff, post-fire slope instability, or drainage
changes.
3.21 MANDATORY FINDINGS OF SIGNIFICANCE
Less Than
Significant
Potentially with Less Than
Significant Mitigation Significant
Impact Incorporated Impact No Impact
a)Does the project have the potential to substantially
degrade the quality of the environment, substantially reduce
the habitat of a fish or wildlife species, cause a fish or
wildlife population to drop below self-sustaining levels,
threaten to eliminate a plant or animal community,
substantially reduce the number or restrict the range of a rare
or endangered plant or animal or eliminate important
examples of the major periods of California history or
prehistory?
b)Does the project have impacts that are individually
limited,but cumulatively considerable?"Cumulatively
considerable"means that the incremental effects of a project
are considerable when viewed in connection with the effects
of past projects, the effects of other current projects, and the
effects of probable future projects)?
c)Does the project have environmental effects which would
cause substantial adverse effects on human beings, either
directly or indirectly?
Pock Lane Public Review Draft IS/MND 3-74 May 2022
