NARRATIVE DISCUSSION <br /> a) Findings on Biological and Cultural Resources. <br /> The project's potential biological resource and cultural resource impacts were described <br /> in Sections 3.4 and 3.5, respectively. Potentially significant environmental effects on <br /> biological and cultural resources were identified, but implementation of mitigation <br /> measures that would be incorporated within the project would reduce these effects to a <br /> level that would be less than significant. The mitigation measures are described in <br /> Sections 3.4 and 3.5 and are listed in Table 1-1. <br /> b) Findings on Cumulatively Considerable Impacts. <br /> CEQA Guidelines Section 15130(a)(1) states that a"cumulative impact" is created by the <br /> combination of a proposed project with other past, present, and probable future projects <br /> (or programs) causing related impacts. Cumulative impacts can result from individually <br /> minor, but collectively significant, projects taking place over time (CEQA Guidelines <br /> Section 15355[b]). The analysis of cumulative impacts is to be based on either 1) a list of <br /> past, present, and probable future projects producing related or cumulative impacts, or 2) <br /> on a summary of projections contained in an adopted general plan or related planning <br /> document, or in a prior certified environmental document which described or evaluated <br /> regional or area-wide conditions contributing to the cumulative impact. For this IS/MND, <br /> the projection approach is used, using the San Joaquin County General Plan. However, it <br /> should be noted that another residential project, the Windstone development consisting of <br /> 40 single-family residences, is proposed by Visionary Home Builders at 2432 Pock Lane, <br /> which is within the City of Stockton, north of the project site. <br /> Most resource topics were dismissed from consideration in the analysis of cumulative <br /> impacts for one of the following reasons: significant cumulative impacts do not exist, the <br /> project would not have the potential to make a considerable contribution to any <br /> significant cumulative impacts, or insufficient information exists to reach a conclusion <br /> regarding these topics without significant speculation. Resource topics for which there is <br /> a potential for cumulatively considerable impacts, based on the County General Plan EIR, <br /> include agricultural resources, air quality, historic resources, water systems, and <br /> transportation(San Joaquin County 2014). <br /> As analyzed in Section 3.2, Agriculture and Forestry Resources, the project would <br /> convert Farmland of Statewide Importance, which would contribute to Farmland <br /> conversion in the County. However, this conversion would be consistent with existing <br /> zoning for the project site, which anticipates conversion of the land to urban uses. <br /> Impacts of Farmland conversion were analyzed in the County General Plan EIR, and the <br /> project would have no impacts that are different from those identified in the EIR. <br /> As discussed in Section 3.3, Air Quality, the project would not make a cumulatively <br /> considerable contribution to air quality issues. As there are no historic resources on the <br /> project site (see Section 3.5, Cultural Resources), there project would not have a <br /> cumulatively considerable impact on this issue.
