The landfill operated <br /> from 1948 to 1991, accepting primarily household wastes. The landfill includes two <br /> unlined units, Landfill 1 (97-acres) and Landfill 2 (15-acres). In 1994, both units were <br /> closed with a low permeability clay cover, as required under California Code of <br /> Regulations (CCR), title 27. Closure was also intended as a corrective action measure <br /> to address historical groundwater impacts from the landfill, including low concentrations <br /> of volatile organic compounds (VOCs) and elevated general minerals. A landfill gas <br /> (LFG) extraction system was subsequently installed in 1996 as an additional corrective <br /> action measure. <br /> Monitoring data since landfill closure has not indicated any clear decline in groundwater <br /> impacts, although a decline in some VOC concentrations during the past year may be <br /> attributable to improved LFG control. Two VOCs, tetrachloroethane (PCE, 0.5 pg/L) <br /> and benzene (0.7 pg/L) continue to be detected above their California Public Health <br /> Goals (0.06 pg/L and 0.15 pg/L), but are below Drinking Water Standard maximum <br /> contaminant levels (MCLs). Elevated concentrations of general minerals, including <br /> chloride (120 mg/L) and total dissolved solids (TDS, 510 mg/L), also continue to be <br /> detected in groundwater. <br /> The proposed WDRs prescribe updated requirements for postclosure maintenance and <br /> corrective action monitoring. To improve background monitoring, the WDRs require <br /> that the Discharger submit (by 15 June 2009) a workplan for installation of additional <br /> background wells at the site. The WDRs also require that (by 3.0 July 2009) the <br /> Discharger submit for approval an updated postclosure maintenance plan, including <br /> updated cost estimates for postclosure maintenance and corrective action financial <br /> assurances. The WDRs require that the Discharger provide the mechanism for these <br /> assurances to the CIWMB in accordance with title 27 regulations.
