Any additional user requested scope of services are <br />discussed in Section 7.0. <br />Failure to provide the above information could result in a determination that 'all <br />appropriate inquiries' are not complete. Additional items should be collected, if <br />available, and provided to AGI. <br />3.0. RECORDS REVIEW <br />The purpose of obtaining and reviewing subject property and site vicinity historical, <br />physical setting, and regulatory records is to help identify recognized environmental <br />conditions in connection with the subject property. <br />3.1. HISTORICAL USE INFORMATION <br />The objective of consulting historical sources for a Phase I is to develop a history of <br />previous uses of the property and surrounding area to help identify the likelihood of <br />past uses having led to recognized environmental conditions with respect to the <br />property. All obvious uses shall be identified from the present to the property's first <br />obvious developed use, or back to 1940, whichever is earlier. Review of standard <br />sources at less than five year intervals is not required. <br />3.1.1. Historical Use Information on Subject Property <br />Subject property history was researched by reviewing historical Sanborn Fire <br />Insurance Maps (no coverage), aerial photographs, topographic maps, telephone <br />directory information, the City of Stockton Community Development Department <br />Building Division records, and the San Joaquin County Assessor's Office records. <br />Based on a review of historical documents, the property was used agriculturally from at <br />least 1937 to the early 2010's. <br />Representative historical records are provided within Appendix B. <br />3.1.1.1. Sanborn Fire Insurance Maps <br />Sanborn Fire Insurance maps were developed in the late 1800s and early 1900s for <br />use as an assessment tool for fire insurance rates in urbanized areas but are now <br />utilized as a valuable source of historical and environmental risk information. EDR <br />owns the largest collection of Sanborn Fire Insurance Maps. AGI requested EDR to <br />provide any Sanborn Fire Insurance Maps that might cover the subject property. <br />Sanborn map coverage was not available for the subject property. <br />3.1.1.2. Aerial Photographs <br />AGI reviewed aerial photographs of the subject property and surrounding area that <br />were provided by EDR as well reviewed online (Google Earth) for the years 1937, <br />1940, 1957, 1963, 1968, 1975, 1982, 1984, 1993, 1998, 2006, 2009, 2012 and 2016. <br />The following is a summary of our review of the aerial photographs: <br />
