This request was based on a <br />17 February 2005 conversation with Ms. Devra Lewis of my staff, in which you stated that you are not <br />financially able to perform the work proposed in the 4 August 2004 Workplan Groundwater Monitoring <br />and Soil Assessment/Delineation (Work Plan) or the investigation report requested in the Regional <br />Board staff's 15 September 2004 letter (Letter) regarding the former Schmiedt Soil Service Incorporated <br />property at 20696 South Main Street in Manteca (site). The Work Plan submitted on your behalf <br />recommended quarterly sampling and reporting of the monitoring wells associated with the site, but <br />Regional Board staff considered the economic situation and instead requested semi-annual reporting. <br />The Letter requested the semi-annual report by 1 May 2005, but Regional Board staff has not received it. <br />Regional Board staff has not received any additional correspondence from you regarding this site. The <br />investigation report requested in the Letter is now more than five months past the requested due date and <br />the economic hardship information has not been provided to warrant additional time for the submittal of <br />the report. By 24 June 2005, you are required to submit the monitoring report for groundwater <br />monitoring activities along with a letter providing a schedule to perform the work necessary to complete <br />the investigation report requested in the Letter. If the monitoring report and schedule are not submitted <br />by this date, we will recommend that the Regional Board Executive Officer issue a Cleanup and <br />Abatement Order (CAO) with an enforceable time schedule. Please keep in mind that if additional time <br />is needed for the investigation report, you must provide the economic hardship information as discussed <br />by telephone on 17 February 2005 and requested in Regional Board staffs 8 March 2005 letter.
