Hickox <br />Secretary for <br />Environmental <br />Protection <br />REVIEW OF ADDENDUM LETTER-AMENDED WORK PLAN, SCHMIEDT SOIL SERVICE, <br />MANTECA, SAN JOAQUIN COUNTY <br />We have reviewed the 17 September 2002 Addendum Letter, Amended Workplan Limited Soil and <br />Groundwater Investigation (Addendum) submitted by Kleinfelder on behalf of Atherton Homes for the <br />former Schmiedt Soil Service Incorporated and Tri-Ag Services, Incorporated, at 20696 South Main <br />Street in Manteca (site). The Addendum concurs with three of the five comments in Regional Board <br />staff's 9 August 2002 letter commenting on the 29 July 2002 Workplan Limited Soil and Groundwater <br />Investigation (Work Plan). The Addendum states that additional sampling is not proposed at this time <br />based on the preference to approach investigation of the site in phases. Based on the preliminary field <br />work, additional work to investigate areas of concern may be proposed. The Department of Toxic <br />Substances Control (DTSC) has also reviewed the Addendum and Work Plan, and its comments are <br />included in the list below. <br />The Work Plan proposes to conduct the historical research (i.e., the review of available records <br />of pesticide types, application practices, storage areas, disposal procedures, records of <br />unauthorized pesticide releases or spills, and examination of aerial photographs) during the <br />implementation of the Work Plan. The Work Plan does not clearly define if the historical <br />research will be done prior to selecting the three locations proposed for soil sampling and <br />installation of monitoring wells. The historical research should be conducted prior to selecting <br />the three proposed sample locations. The findings of the historical research should be used to <br />identify appropriate sample locations. <br />The Work Plan proposes drilling three soil borings with the collection and analysis of three soil <br />samples at the surface, five feet below ground surface (bgs), and five feet above first encountered <br />groundwater. In addition to the proposed sample intervals, additional samples should be collected <br />from intervals that appear to be contaminated based on visual observations or measurements from <br />field screening instruments (e.g., photoionization detector or flame ionization detector). Given <br />that the human health risk evaluation will consider the upper 10 feet bgs, an additional sample <br />should be collected at a depth of approximately 10 feet bgs. <br />California Environmental Protection Agency <br />zz 3 Recycled Paper <br />The energy challenge facing Califomia is real.
