Ms. Frances Schmiedt, et. al. 2 3 October 2002 <br />Section 4 of the Work Plan lists the analytical methods for samples. The last bullet labeled <br />"Semi-Volatile Organic Compounds by EPA Method 8260 B" should be changed to read "Semi- <br />Volatile Organic Compounds by EPA Method 8270 C." <br />Under Section 7 of the Work Plan, soil cuttings and purged groundwater will be placed in <br />55-gallon drums and left on site. A label should be placed on the drums that states the <br />location(s) from which the material was derived from and the date collected. Proper sampling <br />and disposal of cuttings should be conducted in accordance with appropriate regulations <br />regarding solid and hazardous waste. <br />Appendix A Section 4.2 titled "Groundwater Sampling" identifies that samples for metals <br />analyses are usually filtered in the field at the time of collection. Given the use of drinking water <br />wells in the area to supply potable water for the residents of Manteca, metals analyses should <br />include total metals analyses on unfiltered samples to be representative samples for evaluation in <br />the risk assessment that will be prepared for the site. <br />The responsible parties still have not submitted a letter stating their intent to implement the proposed <br />investigative activities. If we do not receive such a letter from a responsible party by 18 October 2002, <br />Regional Board staff will recommend a Cleanup and Abatement Order be issued to all potentially <br />responsible parties. <br />We concur with the Work Plan and Addendum provided that the above comments are incorporated into <br />the field work and a schedule of the proposed investigation activities and investigation report is provided <br />by 18 October 2002. The investigation report must detail field activities, sampling results, historical <br />review, and recommendations for additional investigative activities. DTSC will evaluate site conditions <br />to determine the potential to affect public health and the environment and decide on future actions. <br />Therefore, please submit copies of all reports and correspondence to Mr. Tim Miles at DTSC to assist in <br />this evaluation.
