Box 291 <br />Manteca, CA 95336 <br />REQUEST FOR A REVISED WORK PLAN TO INVESTIGATE SOIL AND <br />GROUNDWATER, SCHMIEDT SOIL SERVICE, MANTECA, SAN JOAQUIN <br />COUNTY <br />We have reviewed the 29 July 2002 Workplan Limited Soil and Groundwater Investigation <br />(Work Plan) submitted by Kleinfelder on behalf of Atherton Homes for Ms. Frances Schmiedt. <br />The Work Plan proposes to drill three borings and take three soil samples per boring and to <br />install monitoring wells in each of the borings. However, the cover letter of the Work Plan stated <br />that Kleinfelder has not reviewed the four documents referenced in Board staffs 26 April 2002 <br />letter upon which the request for work was based. The cover letter further states that Atherton <br />Homes will not implement the Work Plan. <br />We have the following comments on the Work Plan: <br />Three borings are not adequate to address five acres, which the site formerly occupied. <br />Additional sampling locations are needed. <br />The Work Plan proposes observing lithology at five-foot intervals. The responsible <br />parties need to propose continuously logged borings to observe changes in lithology and <br />areas of elevated organic vapor readings. <br />The Work Plan does not propose any soil vapor samples. The responsible parties need to <br />propose soil gas sampling to determine if pollution is in the vadose zone. <br />Well development activities need to include the measurement and stabilization of <br />turbidity as well as the other water quality parameters of pH, electrical conductivity, and <br />temperature. <br />The list of proposes laboratory analyses needs to include total dissolved solids for <br />groundwater samples. <br />California Environmental Protection Agency <br />0 Recycled Paper <br />The energy challenge facing California is real.
