Lowry, Director <br />8800 Cal Center Drive <br />Sacramento, California 95826 <br />Mr. Kyle Kolar, Director <br />Community Development Department <br />City of Manteca <br />1001 West Center Street <br />Manteca, California 95337 <br />SCHMIEDT SOIL SERVICE, INC., PROPERTY AT 20696 SOUTH MANTECA ROAD - <br />MANTECA, CALIFORNIA 95336 <br />Dear Mr. Kolar: <br />As discussed during our telephone conversation on February 4, 2002, the Department <br />of Toxic Substances Control (DTSC) recently received a call from a concerned citizen <br />named Ms. Malma Nicholson who lives in Manteca, California regarding a property <br />referred to as the Schmeidt Soil Service, Inc. (also known as the Tri-Ag Service Inc.) <br />property at 20696 South Manteca Road, Manteca, California 95336. During my <br />discussion with Ms. Nicholson, she indicated that she was in the process of contacting <br />various public agencies (including the City of Manteca Community Development <br />Department) to determine if the agencies had any files on the subject property. She <br />explained that she was trying to obtain copies of analytical results for proposed soils <br />testing that was outlined for the subject property and surrounding areas in a Final <br />Environmental Impact Report titled "South Manteca Area Plan/General Plan <br />Amendment" dated December 1993. She explained that none of the agencies that <br />she had spoken to had any records of the soils testing being conducted as outlined in <br />the Final Environmental Impact Report. She expressed her concerns over the <br />potential for residents of recently developed subdivisions in the area to be exposed to <br />potentially hazardous materials that may be present in the soils. <br />Following Ms. Nicholson's telephone call, DTSC's file on the subject project was <br />reviewed. The file indicates that a Site Screening, Preliminary Assessment were <br />conducted for the Region IX United States Environmental Protection (USEPA). <br />Additionally, a Site Inspection conducted by the EPA in September 1993 <br />recommended no further action under the Comprehensive Environmental Response, <br />Compensation, and Liability Act (CERCLA) which is commonly known as Superfund. <br />Based on information contained in DTSC's Site Mitigation Program Property <br />Database, which contains information on properties based on the type of work taking <br />place at the site, the site was classified as an "Unconfirmed Property Referral" in <br />® Printed on Recycled Paper
