L & M OPERABLE UNIT- FIRST QUARTER 2012 SITE STATUS, REMEDIAL SUMMARY, <br />AND GROUNDWATER MONITORING REPORT <br />Introduction <br />April 30, 2012 <br />I:\Tidewater\TW Stockton (P2A)\QMRs\2012\1Q12\1Q12 QSSR QRSR QMR Stockton_FINAL.doc 1.2 <br />Field data sheets for 1Q12 monitoring and sampling, separate phase hydrocarbon (SPH) <br />removal event, and monthly site operational maintenance of the active remediation <br />system; <br />A summary of soil vapor sampling activities for 1Q12; and, <br />A summary of remedial activities for 1Q12. <br />1.1 SITE DESCRIPTION <br />This First Quarter 2012 Site Status Remedial Summary and Groundwater Monitoring Report <br />describes activities conducted on behalf of CEMC and COP for the Site located adjacent to and <br />along the eastern boundary of the Delta View Apartments (802 West Weber Avenue) and west <br />of the North Lincoln Street and West Weber Avenue cross road in San Joaquin County, <br />California (Figure 1). The Site is currently owned by the City of Stockton, which refers to the <br />Site as “Parcel 2A”. The Site currently consists of relatively flat, fallow land and is mostly <br />undeveloped except for the Delta View Apartments (formerly the Delta Gateway Apartments) <br />located on the western and southern portion of the Site. A recently constructed State <br />Department of Motor Vehicles (DMV) building resides to the southeast of the Site. The Stockton <br />Deep Water Channel, Weber Avenue, and an office building complex are located north of the <br />Site. The Mormon Slough, Work Net building, and a children’s museum are located to the <br />southwest, south, and east of the Site, respectively. <br />During a December 2, 2002 meeting with the RWQCB-CVR, environmental management of the <br />Site was divided into three operable units (OUs): L&M OU; Unocal OU (UOU); and Morton OU <br />(MOU). The L&M OU was established to direct investigations in the area south of West Weber <br />Avenue, west of the midline of the former Harrison Street, east of North Edison, and north of <br />former Main Street (Appendix A). This OU includes monitoring wells MW-9, 2AMW-12 through <br />2AMW-14, MW-16 through MW-35, MW-42 through MW-52, MW-54, MW-55, and dual phase <br />extraction (DPE) wells DPE-1 through DPE-13; the DPE network once included well MW-40 <br />which was converted to a DPE well permanently during the second quarter 2007, but was <br />abandoned during the fourth quarter 2008 due to the city of Stockton’s excavation activities at <br />the UOU. The UOU was established to direct investigations from West Weber Street south to <br />the former Main Street and from the midline of the former Harrison Street east to Lincoln Street. <br />The UOU includes monitoring wells MW-3, MW-7, MW-37 and MW-38. The MOU was <br />established to direct investigations from the middle of the former Main Street down to the <br />southern boundary of Parcel 2A and from the midline of the former Harrison Street east to <br />Lincoln Street. The MOU includes monitoring well 2AMW-15. Currently, oversight of <br />environmental management responsibilities of the L&M OU is retained by Stantec on behalf of <br />CEMC and COP, and oversight of the UOU and MOU is performed by Wallace Kuhl Associates <br />(Wallace-Kuhl), on behalf of the City of Stockton.
