General Order R5-2015-0012-044 - 3 - 26 July 2018 <br />The Transmission Store <br />San Joaquin County <br />There are 22 existing monitoring wells associated with this Site: 16 monitoring wells and 9 remedial <br />wells. <br />The Monitoring and Reporting Program, incorporated with this permit, requires monitoring and sampling <br />of 4 of the 16 existing monitoring wells associated with the UST investigation and cleanup. Monitoring <br />and reporting of remaining Site wells is under the direction of the Central Valley Water Board. No <br />additional construction of groundwater monitoring wells is needed or anticipated at this time. The <br />proposed injection well ISCO-1 was proposed and approved as part of the injection project, and was <br />installed 12 June 2015. Mr. Donald Rodgers (the Discharger) will be responsible for conducting <br />groundwater sampling, and reporting of the results as described in the attached Monitoring and <br />Reporting Program Order No. R5-2005-0012-014. <br />AGE submitted a Contingency Plan in the Addendum. AGE proposes that if concentrations of <br />deleterious byproducts in compliance zone wells exceed action levels, listed below, that they will cease <br />injection, and suspend all future injections until further comment and approval from the Central Valley <br />Water Board. Additionally, AGE will alter the monitoring frequency to a monthly schedule, and will pump <br />all monitoring wells showing negative effects in bulk until concentrations decrease below action levels. <br />The Contingency Plan to address any unforeseen negative impacts is as follows: <br />The following wells are classified as compliance wells: MW-4S, MW-4R, and AMW-6 (ARCO). <br />For the purposes of this Contingency Plan, action levels are established in the table below. <br />Action levels are based on a 20% increase over naturally occurring background concentrations. <br />However, if a constituent's background concentration exceeds the water quality objective <br />(WQO), the Action Leve is the background concentration. If concentrations continue to exceed action levels after two consecutive monthly <br />sampling events, AGE will initiate groundwater batch extraction. <br />AGE will recommend contingency extraction wells based on the location of exceedance(s) and <br />concentrations in treatment and transition zone wells. <br />Groundwater batch extraction will continue until concentrations in compliance wells reduce to <br />less than action levels.
