Soil-Vapor Investigation Work Plan
THE TRANSMISSION STORE
515 West Charter Way, Stockton, California
1.0. INTRODUCTION
Advanced GeoEnvironmental, Inc. (AGE) has prepared this Soil-Vapor Investigation
Work Plan as part of a soil-vapor investigation for the for the site located at 515 West
Charter Way, Stockton, California (site). The scope of work includes the advancement of
two (2) soil borings for the installation of repeatable soil-vapor sampling points, collection
of soil-vapor samples and preparation of a report.
The work plan was prepared in response to California Regional Water Quality Control
Board (CRWQCB) — Central Valley Region request to evaluate vapor intrusion to site
buildings during an office meeting held on 03 March 2017.
The purpose of the soil-vapor investigation is to evaluate the site under the State Water
Resources Control Board - Low Threat Closure Policy (LTCP) and evaluate the overall
potential of petroleum vapor intrusion into site buildings, located adjacent to the
underground storage tank (UST) area.
Field work will be performed utilizing guidance provided in the California Environmental
Protection Agency (EPA) Department of Toxic Substances Control. Proposed soil borings
will be advanced under San Joaquin County Environmental Health Department
(SJCEHD) permit.
The site and surrounding area are illustrated in Figure 1. A regional site plan is illustrated
in Figure 2. On-site structures and soil boring locations are depicted in Figure 3. As-built
construction details of the soil-vapor sampling point and soil-vapor sampling train are
illustrated in Figures 4 and 5.
SITE REMEDIAL HISTORY
From June 2011 to April 2014 (to date), a soil vapor extraction (SVE) and air sparging
system have operated at the site to remediate residual soil and groundwater impact at
the site as a result of a former leaking underground storage tanks.
On 20 November 2012, the SVE portion of the system was shut down due to low to non-
detect influent concentrations and low mass removal rates. The on-site in-situ air-sparge
(IAS) system has remained in operation since the shutdown of the SVE system. On 03
November 2015, the IAS operation was suspended.
