WATERLOO ROAD, STOCKTON, SAN JOAQUIN COUNTY (RB CASE# 390609) <br />In a letter dated 4 January 2012, the San Joaquin County Environmental Health Department (SJCEHD) <br />referred the lead agency for the above case to the Regional Water Quality Control Board (Regional <br />Water Board) for non-compliance with their directives, and also due to the high concentrations and <br />large contaminant mass in the source area, and the undefined lateral extent of the plume. In <br />October 2011 and November 2011, the SJCEHD set deadlines for resumption of groundwater pump <br />and treatment system (GP&TS) that was shut down in July 2011, due to funding problems. On <br />1 November 2011, SJCEHD met with your attorney Clarence Chan and consultant Advanced <br />GeoEnvironmental, Inc. to discuss the need to restart the GP&TS and implement the approved <br />additional investigation work plan to complete delineation of the plume. The subsequent <br />9 November 2011 SJCEHD letter required immediate restart of the GP&TS and notification of SJCEHD <br />by 21 November 2011 that the GP&TS was operating continuously, or to provide an explanation why <br />the deadline could not be met.
