Waterloo Road, S don <br />San Joaquin County <br />SJCEHD records show four underground storage tanks (USTs) were removed in January 1999 and <br />two USTs were removed in February 1999. The last GP&TS remediation wells/system sampling event <br />was conducted on 16 August 2011 after the GP&TS was shutdown. Maximum remediation well <br />concentrations were total petroleum hydrocarbons as gasoline (TPHg), 110,000 micrograms per Liter <br />(ug/L); benzene, 20,000 ug/L; toluene, 18,000 ug/L; ethylbenzene, 4,000 ug/L; xylenes, 17,600 ug/L; <br />and methyl tert butyl ether (MTBE), 14,000 ug/L. The last groundwater monitoring event occurred on <br />1 September 2011. Maximum groundwater concentrations were TPHg, 1,200 ug/L; benzene, <br />270 ug/L; toluene, 9.4 ug/L; ethylbenzene, 40 ug/L; xylenes, 11.5 ug/L; and MTBE, 1,200 ug/L. Note <br />that the above MTBE groundwater monitoring result is from offsite well MW-11, which is approximately <br />400' downgradient of the source area where the GP&TS operated. Currently the groundwater plume is <br />undefined in the downgradient direction. <br />You are currently out of compliance with regulatory directives, which may result in formal enforcement <br />action pursuant to the California Water Code, which does include the imposition of civil administrative <br />liabilities (fines) of up to $1,000.00 per day per violation. However, Regional Water Board staff would <br />prefer the opportunity to work with you, to move this USTs case into compliance with future directives <br />and eventually towards closure. As such, we request that you meet with us.
