The above referenced site was <br />placed in the Local Oversight Program (LOP) on February 2, 1999, for site <br />contamination cleanup caused by the unauthorized release from former leaking USTs. <br />At the time this site was placed in the LOP for investigation and cleanup, the EHD had <br />listed Gurpal Sidhu as the sole responsible party. Since then, the EHD has been <br />provided a certified list of record fee title owners, in accordance with Section 25297.15 <br />(a) of Chapter 6.7 of the California Health and Safety Code, which includes the above <br />parties addressed in this letter. The parties above have been listed as additional <br />responsible parties for completion of the required ground water investigation and <br />cleanup (see attached Notice of Responsibility). <br />The EHD sent a directive letter to Gurpal Sidhu on October 12, 2011, requiring him to <br />resume ground water pump and treat remediation that had been suspended without the <br />approval of the EHD. The EHD had also approved a work plan (WP) to continue the <br />assessment of impacted ground water. The EHD has issued directives to Mr. Sidhu to <br />implement the approved WP. Mr. Sidhu did not meet the required compliance deadline <br />and did not attend the scheduled EHD Administrative Office Hearing on November 1, <br />2011. <br />On November 1, 2011, EHD staff met with your attorney Clarence Chan and your <br />consultant William Little from Advance Geo Environmental (AGE). At the meeting, the <br />EHD concerns with cleanup compliance and implementing the additional assessment <br />WP were conveyed to your representative and your consultant.
